WCO updates e-textbook on containers and seals controls of Vietnam Customs

The e- textbook “Basic knowledge of containers and seal inspection techniques” is a 60-minute video developed by Vietnam Customs School and publicized as e-textbook for Customs administrations around the world to officially use for an online training course at the CLiKC! Portal.
Knowledge about containers and seals, as well as knowledge related to seal and container inspections, is an important part in performing duties of Customs officers. This knowledge is not only necessary for Vietnamese Customs officials but also for all Customs administrations around the world.
The training programs on sea control of the United Nations Office on Drugs and Crimes (UNODC) provide a part of content related to container control but it is quite basic. Therefore, the developement of a detailed e-textbook related to the knowledge by Vietnam Customs is extremely meaningful, providing maximum support to Customs officers in performing their daily work.
Vuong Tuan Nam, Head of Customs Control and Supervision Division, Ho Chi Minh City Customs Department - lecturer and author of developing the e-textbook said that currently there has not any official material related to the content is updated on the WCO WCO CLiKC! Portal. Meanwhile, the understanding on this content plays a very important role in building and improving capacity and skills of Customs officers working at seaports.
“The e-textbook is a visual and vivid material and is illustrated directly at the scene by videos including 5 topics: International Regulations for containers, Container dimensions, Container markings and coding, Container types and classification, and Container seals and inspection” Nam said.
According to Nam, the basic understanding will support Customs officer in applying in the daily work. Especially, those who working in customs inspection, supervison and risk assessment. In some cases, inspection officer may also use this knowledge to preliminarily determine whether the declared quantity is reasonable or unreasonable. In addition, the material helps Customs officers identify between the container as rotating transport equipment and the container as goods.
The material will improve the ability of customs clearance units to analyze information as well as control Manifest information and the ability of supervision units to monitor, classify, identify signs of violations in loading, unloading, and transporting containers.
