In the afternoon of 11th October, countinuing the conference, leaders of the General Department of Customs thoroughly discussed new working regulations, duty regulations of the General Department of Customs, and consulted on the process of inspection and control internally for the implementation of inspection and supervision of Customs procedures at three levels: Branch, Department, General Department; oriented risk management, information technology in the near future.

Moreover, to thoroughly understand the whole meeting about new working regulations, and duty regulations of the General Department of Customs, Deputy General Director Nguyen Duong Thai said: “The regulation stipulates the principles, responsibilities, procedures and methods of settlement work, work relations, modes of assembly, information, reports, work mode and seating of the General Department of Customs.”

Regarding work ethic, the new regulation specifies: Customs Department working under leadership, shall implement the principle of centralization and uniformity, ensure the direction and administration of the Director General in the fields of the work of the unit; handling affairs in accordance with the tasks, competence, scope of responsibility, and compliance with the law, the Ministry of Finance and Regulations.

The leaders are responsible under the head and the law for the entire operation of the unit; the deputy heads are responsible before the law and the work assigned, authorized; subordinates to seriously abide by the leadership, direction and administration of superiors, prohibit the transfer of the settlement under the jurisdiction of the unit on the upper level; superiors and subordinates should not do the opposite.

This is also the Regulation for professional management, associated with the forces arranged to suit each job position and division at the department are responsible for inspecting and guiding.

About the process of inspection procedures, internal control for the implementation of inspection and supervision of Customs procedures at various levels, Mr. Au Anh Tuan, the Deputy Director Supervision and Management of Customs said, this is the process of checking and reviewing internal guidelines of the units under the General Department, the local Customs departments to timely implement and grasp the implementation of Customs clearance procedures throughout the sector or within the territory under Management, focused on reviewing high-risk stages, the key objects to help combat smuggling and trade fraud, and immediately overcome the shortcomings in the implementation of Customs procedures ... which clearly define the responsibilities of each level: Branch, Department, General Department.

Concerning risk management, and information technology in the near future, Deputy General Director, Mr. Nguyen Cong Binh said, Customs will actively connect electronic-based stages, control and direction of electronic test leads. Ramification criteria, scenarios ramification of Customs clearance will be made by the Risk Management Department. Deployment management, supervision will be done entirely electronically.

Speaking at the conclusion of the meeting, General Director Nguyen Van Can said the whole operation of the Customs service in the third quarter was an outstanding result and has been leading the Ministry of Finance and the Government has noted this performance. Specifically, the results of the reform of administrative procedures, facilitating export activities, shortening clearance times, implementation of construction projects and the construction plan documents on schedule, construction deployment plan, responding promptly to solve problems ... and the business community has appreciated.

Besides, according to the Director General, the inspection and control, post-clearance checks, and specialized inspection service management requirements in parallel with the requirements of Customs clearance have had positive results. Anti-smuggling forces have actively been getting information to the court and making prosecutions. Along with internal inspections, specialized inspections, spot checks have also brought productivity results.

Regarding the key tasks that the industry needed to perform in the fourth quarter, the Director General requested the implementing agencies immediately of the provisions of the new working regulations of the General Department of Customs.
