Accordingly, Vietnam Customs requests the units to grasp officers to enhance awareness, signification, and the importance of administrative reform, Resolution 19/NQ-CP, and Resolution No. 35/NQ- CP of the Government in the current period. Identifying this as a key task which must be carried out regularly and continuously. Administrative reform must be implemented synchronously and fully in accordance with the Government’s Resolution 30c/NQ-CP on the overall program of State administrative reform 2011-2020.
To meet the progress of implementation, Vietnam Customs instructed the units to review administrative reform plans and implement Resolution No.19/NQ-CP and Resolution 35/ NQ-CP to supplement necessary and appropriate tasks and solutions and ensure assigned target of shortening clearance time of goods across border gate by the Government to the Finance Ministry in Resolution 19-2017/NQ-CP.
Controlling each group of tasks, solutions, and outputs of plans of Vietnam Customs on the implementation of administrative reform and Resolution 19/ND-CP, Resolution 35/ND-CP to ensure quality and schedule.

Besides, the units should focus on supervising administrative procedures under their competence; receive and handle effectively and in timely fashion difficulties and obstacles, reflections and proposals of enterprises and business associations on Customs.
Furthermore, Vietnam Customs requires the units to pay attention to the propaganda on the results of administrative reform and the implementation of Resolution 19/NQ-CP and Resolution 35/NQ- CP.
In the past times, to implement the administrative reform plans, action plans for the implementation of Resolution 19 / NQ-CP and Resolution 35 / NQ-CP, leaders of Vietnam Customs regularly instruct and urge the implementation and units in the sector actively implement the assigned tasks. Therefore, basically, the tasks have been implemented effectively and timely. In 2015, the General Department of Vietnam Customs was ranked No. 2 among 5 of the General Department and equivalent units under the Ministry of Finance on the administrative reform index; In 2016, the General Department of Vietnam Customs was ranked No.1 in administrative reform index. The results of the Customs sector contributed to administrative reform index of the Ministry of Finance (for three consecutive years (from 2014 to 2016).
