Two procedures of Ministry of Health will be connected to the National Single Window
The General Department of Vietnam Customs has notified local customs departments about the pilot implementation of two new procedures of the Ministry of Health. These processes will be for businesses and organizations eligible for carrying out two procedures of the Ministry of Health, including, the issuance of certificates of free sales (CFS) for exported food products as well as a Health Certificate for food, food additives, processing aids, food-packaging tools and food packages and containers.
From 21 January, all businesses and organizations will implement these two administrative procedures, via the National Single Window.
Notifications and permits of the two procedures will continue to be valid until the expiry date of 20 December. This applies to paper forms too.
The GDVC requests local customs departments to assign the overview of these procedures to customs officers. The country’s top customs agency requires customs officers of their respective branches to access the e-customs information processing system, in order to look up results issued by the Ministry of Health.
If the notifications and permits under the two procedures are issued via the National Single Window, a paper copy is not required.
The Customs officers are asked to monitor, manage and issue monitoring sheets (in case of multiple export/imports), according to the guidance in Circular 38/2015/TTBTC, amended and supplemented in Circular April 39/2018/TT-BTC.
From 20 December, 2021, e-permits and certificates for multiple export/imports will be monitored in line with the instructions in Official Dispatch 8175/TCHQ –GSQL, dated 31 December, 2019, among other related documents.
During the official roll-out, if customs detects that the shipments are issued in both paper and e- permits on the National Single Window, the e-documents will be controlled, and the paper documents will not be required.
From the launch to 15 November, 235 administrative procedures of 13 ministries and governement agecies have been officially implemented on the National Single Window, with nearly 4.2 million records of 51,000 businesses.
