Tricks of drug-related crime in 4.0 era

Major General Nguyen Van Vien, Director of the Investigation Police Department on Drug-related Crimes (C04), said that crime bosses residing in the country as well as abroad often abuse business operation to direct all crime rings. Due to the development of science and technology, so the crime bosses can operate anywhere without being detected and arrested.

“Vu Hoang Oanh (Oanh Ha) is a typical example in using 4.0 technology to run the whole drug crime ring from abroad to Vietnam and direct domestic subjects to implement trafficking and transporting drugs, including shipping drugs to a third country for consumption", the Director of C04 said.

Technology 4.0 have been used by drug lords such as a system of social networks, especially social networks with servers located in a third country, with high security as Facebook, Instagram, Viber , Telegram, Whatsapp, Line, wechat, Signal...

They have used foreign sim cards such as UK, USA, Cambodia… to connect globally and fail to leave traces on smartphones when being detected or arrested. It is very difficult to take operational measures for activities of criminals.

In addition, the subjects have used "technological motorbike taxis" to transport drugs in the country; used transport companies to ship drugs across the country (hiding drugs in containers of goods such as beans, plastic seeds, pig stomach...).

Notably, drug criminals always use fake names or wear mask when using video call to direct subjects to transport drugs. Each key subject in crime ring and organization is given a nickname such as: Mưu, Ốc, Vít, Mẩy, Khẹc, Tép, Búa, Kìm.. to outsmart the detection by competent authorities.

Especially, drug lords always to produce flimsy evidence and deny violation when being arrested or abuse “loopholes” of the law to make it difficult for the investigation.

Drug criminals tend to cooperate more and more closely in each stage, but use sophisticated tricks to interrupt violations, causing difficulties for investigation.

Recently, in during the peak month of drug prevention and control (June), the Ministry of Public Security has handled seven cases of illegal drug trafficking in cyberspace. The ministry has reviewed and detected 393 channels, groups, and individual accounts implementing transnational illegal advertising and drug trafficking.

The police agency has discovered nine websites with instructions on growing opium and marijuana plants, and taken measures to handle and prevent this situation.

According to C04, Vu Hoang Oanh (Oanh Ha, sister of notorious crime boss Dung “Ha” who was killed 2000 in HCMC by Nam Cam, another criminal, has seven criminal records. In May 2018, C04 busted the 128Y project led by Oanh, seized 74 kg of drugs, and arrested 8 people in the ring. However, Oanh quickly escaped abroad. She was issued a special wanted decision for drug trafficking by C04 and an international arrest warrant by Interpol (International Criminal Police Organization).

After being wanted in Vietnam, Oanh Ha fled to Cambodia but continued to use social networks and technology applications to run a crime ring to transport drugs from abroad to Vietnam for consumption. By mid-2023, the authorities prosecuted 37 defendants in the crime ring led by this "boss" (including Oanh Ha).

The police authority determines that the total quantity of drugs transported and sold by the ring was 1.6 tons. The case is still under investigation.
