The Government's Resolution 02 / NQ-CP on continuing to carry out main tasks and solutions to improve the business environment, improve national competitiveness in 2019 and orientations to 2021 assigned tasks to ministries, agencies and localities to continue reform on management, specialised inspection and connection to the NSW Portal.

A report on the implementation of Government’s Resolution 02 of 2019 and Resolution 35 of 2016: "Perspectives of enterprises" by the Vietnam Chamber of Commerce and Industry (VCCI) said the import-export field is considered one of the three fields with the least changes when only 52 percent of enterprises identified a positive change.

One of the reasons for the import and export field which has not been appreciated by enterprises is the problems and limitations of the implementation of specialised inspection procedures.

According to a VCCI survey, enterprises facing the most difficulties were management of goods quality and licensing under the ministries of Industry and Trade, Agriculture and Rural Development, Science and Technology, and Health, respectively. Only about 15-27 percent of enterprises assessed the implementation of the above procedures as easy or very easy.

In 2019, the Government gave many direct instructions and many delegations to conduct specialised inspections. The Government pointed out each specific item, introduced solutions and asked ministries and sectors to amend in specific directions.

Therefore, the VCCI said all enterprises hope that with such drastic measures, problems in specialised inspection will soon be solved.

Along with improving specialised inspection activities, the Government's Resolution 02 also required ministries and agencies to research and develop solutions to connect VNACC / VCIS and all administrative procedures on specialised management and inspection to the NSW.

Therefore, according to the VCCI, ministries and sectors, of which the General Department of Customs is the standing body of the National Steering Committee on the ASEAN Single Window, have made great efforts to increase the quantity and quality of connected procedures.

The VCCI report said enterprises commented that specialised inspection procedures have been carried out on the NSW portal and the quantity of procedures and records is increasing. However, the quantity of administrative procedures that can be processed completely at level 4 (completely electronic) is not significant; most of them still require submitting a paper copy.

Enterprises that regularly use the NSW found the interface of the portal is easy to understand, user friendly, easy to use and full of content. However, for first-time enterprises, there is a lack of guidelines.

Moreover, the pending period for record checking still takes a lot of time. For example, cosmetic publication procedure takes 7-10 days to respond to records.
