A reporter of the Customs Newspaper exchanged with Mr. Pham Duyen Phuong – the Deputy Director of IT and Customs Statistics (the General Department of Vietnam Customs - the Agency Standing Committee) about the key objectives in the implementation of the ASEAN Single Window, the National Single Window and trade facilitation.

The decision of the Government to establish the Committee is expected to boost the reform of administrative procedures, trade facilitation and contribute to improving national competitiveness. Please tell us about the key objectives of the Committee in the coming time?

As soon as the Committee was established, the Deputy Prime Minister, Mr. Vuong Dinh Hue - Head of the National Steering Committee for the ASEAN Single Window, the National Single Window and trade facilitation directed the General Department of Vietnam Customs - the Agency Standing Committee to urgently embark on the construction of the development plan for the ASEAN Single Window, the National Single Window and trade facilitation for 2016-2020.

Accordingly, the most important goal is that all the administrative procedures related to State management for exported, imported goods and goods in transit; and people and means of transportation on entry and exit, need to be implemented through the National Single Window at the level 4 of online public services. Also, Vietnam has participated in and fully implemented the ASEAN Single Window under commitments of the roadmap of the ASEAN countries; and has been technically ready to connect and exchange information with other trade partners outside ASEAN under the treaties and agreements of which Vietnam is a member.

The Committee has also set out specific goals for each year and the short-term. Accordingly, to 2018, the Committee targets to complete the nationwide expansion of procedures for vehicles and commodities entering and leaving ports, inland waterway ports, offshore oil ports; and procedures for vehicles entering and leaving airports through the Aviation National Single Window; and implement administrative procedures with a large number of transactions which have a significant impact on the operation of businesses, organizations and people for at least 80% of the administrative procedures of the Ministries and agencies involved in import-export activities, immigration, transit of goods, people and vehicles on entry and exit implemented through the National Single Window.

By 2020, Vietnam will strive to complete all the administrative procedures of Ministries and agencies involved in the management of exported, imported goods and goods in transit; people and vehicles through the National Single Window; time clearance and release of goods, and people and means related to the administrative procedures to be the average of ASEAN-4; and 100% of the administrative procedures should be implemented through the National Single Window by electronic methods.

The targets set out for the upcoming period are very specific, focusing on improving the quality and efficiency of the ASEAN Single Window and the National Single Window as well as promoting trade facilitation.

In order to achieve these goals, what are the solutions that the Ministries should focus on, Sir?

In order to meet the objectives set out by the Committee, the requirements for the Ministries are very heavy. In particular, Ministries should focus on important issues as follows: Improving the legal basis and promoting the reform of administrative procedures; continuing to build and adjust the IT system; focusing on training, supporting people and businesses in the implementation of the National Single Window; and ensuring the financial mechanism to meet the objectives of the plan.

Another important issue is that we need close and effective coordination among the Ministries during the implementation of the ASEAN Single Window, the National Single Window and trade facilitation, to consider them as political tasks for ensuring the interests of the nation, businesses and citizens in line with the policies of the Government with the theme: Building Government with modernization and transparency to serve people and businesses!

To November 2016, there were 10 Ministries connecting the National Single Window. The number of administrative procedures published on the National Single Window (not including the Ministry of Finance) is 36 procedures (the Ministry of Transport with 11 procedures; the Ministry of Agriculture and Rural Development with 9 procedure, the Ministry of Health with 5 procedures; the Ministry of Industry and Trade with 4 procedures; the Ministry of Natural Resources and Environment with 4 procedures; the Ministry of Science and technology with 1 procedure; the Ministry of Culture, Sports and Tourism with 1 procedure; and the Ministry of Information and Communications with 1 procedure). The Ministry of Finance has officially implemented electronic Customs procedures across the country since April 2015. The Ministry of Defense has connected the national portal to implement electronic border procedures in some international ports.

To 25th November 2016, the total administrative records which were processed on the national portal were nearly 213,000 records with the participation of more than active 8,350 enterprises in these areas.
