The Deputy Prime Minister directed to implement a comprehensive reform in specialized inspections

The Deputy Prime Minister requires relevant Ministries in the field of specialized inspections urgently to implement comprehensive measures in the reform of specialized inspections for imports and exports according to Government Resolution No. 19 / NQ-CP on March 12, 2015, Government Resolution No. 19-2016 / NQ-CP on April 28, 2016 and Decision No. 2026 / QD-TTg on November 17, 2015 of the Prime Minister approving the scheme on solutions to improve the effectiveness and efficiency of specialized inspections for exports and imports. Accordingly, the implementation of specialized inspections is based on international practice, applying risk management principles. In 2016, the target of the Government is to reduce the rate of imported consignments which need to be implemented specialized inspections in Customs clearance stage from 30-35% to 15%.
Reduce the list of goods to be inspected
The Deputy Prime Minister directed relevant agencies to coordinate with the Ministry of Planning and Investment, the Ministry of Finance and the Vietnam Chamber of Commerce and Industry to review and reduce the list of goods as much as possible, simplify procedures and shorten the time of specialized inspections; and clearly define the responsibilities of each Department or Ministry for every specific good. If problems arise in the cooperation of Ministries, they shall be reported to the Prime Minister for consideration and decision.
Also, Customs should promote the application of risk management, gradually change to post-clearance audit and recognize the results from countries that have signed mutual recognition agreements with Vietnam; and check the rules on the handling of administrative violations in the field of import and export management and Customs to strictly resolve violations of regulations in specialized inspections for imports and exports.
The Deputy Prime Minister directed relevant Ministries to seriously study the problems and difficulties, recommendations and proposals of enterprises in the field of specialized inspections to submit to the Prime Minister for decision by September 30, 2016 at the latest.
The Ministries need to promote organizational innovation and capacity building activities of specialized inspections at Customs stations; fully harmonise the operations of specialized inspections for imports and exports in order to avoid monopolies and improve efficiency of specialized inspections.
Accelerate the application of IT in specialized inspections
The Deputy Prime Minister assigned the Ministry of Finance and the General Department of Vietnam Customs to research the location of Customs stations for specialized inspections. Then, the Ministry of Finance shall send the Ministries documents related to the specialized inspections and submit to the Prime Minister on the use of electronic documents by Customs agents. The Ministries are responsible for considering the application of electronic documents in specialized inspections, otherwise, they have to report to the Government for not applying Customs electronic documents.
In addition, the ministries should continue to promote the application of information technology in specialized inspections and coordinate with Customs authorities to implement the National Single Window.

The Deputy Prime Minister assigned the Ministry of Industry and Trade and the Ministry of Science and Technology to report to the Government on the management of energy performance and energy labelling for imported goods; in order to remove obstacles for enterprises in labelling imported vehicles and equipment (including engines) originating from countries with higher technical standards than Vietnam. Currently, the situations mentioned above are still implemented according to Government Resolution to wait for amendments of legal documents.
