The Customs sector reduced 209 teams

VCN- Issuing 35 decisions on organizational restructuring of Customs Branches, Customs Enforcement Teams and relevant units of 34 provincial and municipal Customs Departments and Customs Department of Goods Verification.  In the first half of 2018, the General Department of Vietnam Customs has reduced 209 teams.

Currently, the number of teams has been reduced; including 6 of 6 teams at Ca Mau Customs Department, 8 of 9 teams at Thanh Hoa Customs Department, 10 of 12 teams at Long An Customs Department, 8 of 10 teams at Khanh Hoa Customs Department, 3 of 4 teams at Quang Nam Customs Department, 13 of 16 teams at Can Tho Customs Department, 14 of 23 teams at An Giang Customs Department, 13 of 22 teams at Tay Ninh Customs Department, 16 of 29 teams at Dong Nai Customs Department, 9 of 19 teams at Binh Duong Customs Department, and 18 of 54 teams at Ha Noi Customs Department.

It is known that the consolidation of organizational apparatus and restructuring of teams is towards streamlining and meeting the demands for Customs modernization. The reviewing and arrangement of organizational apparatus by the Customs sector has been thoroughly implemented in association with the reduction of staff, the reform of Customs administrative procedures, and the enhancement for effectiveness and efficiency of the Customs authority. In addition, the arrangement of organizational apparatus of the Customs sector has been deployed in association with the renovation of the mode of leadership, management, and the review of functions and tasks of units in accordance with the actual situation of each management area.

At the same time, management and staff training are focused, and the Customs sector’s rule and discipline are maintained well. The training is focused on quality, contributing to improve professional skills for Customs officers.

According to the plan for the Customs Branches and relevant units, in the third quarter of 2018, the GDVC will review and report to the Ministry of Finance the plan on restructuring Customs branches and relevant units under Customs Departments in accordance with regulations in Decision No. 2015/QD-BTC of the Ministry of Finance. It is expected to reduce at least 10 Customs Branches as per the Action plan from the Ministry of Finance to implement Resolution No. 18-NQ/TW, issued together with Decision No. 444 / QD-BTC of March 30 by the Minister of Finance.

For the provincial and municipal Customs Departments, in the fourth quarter of 2018, the GDVC will review and report to the Ministry of Finance on the plan for restructuring Customs Departments according to the provisions in Decree No. 36/2015/ND-CP dated 17th April 2015 of the Government, stipulating the criteria for establishment of Customs Departments; and prescribing organization, tasks and operation of Customs offices at all levels.
