The Customs renovates the training under position of work

VCN - Description of work position is the basis for training and upgrading the quality of specialized staffs basing on the capacity framework of each job placement set by the employment placement process. The Customs sector has been developing a plan to renovate the training system by describing the job placement period 2019-2021.

Training closely tied to job responsibilities

According to the Department of Organization and Personnel (General Department of Customs), nowadays, according to the traditional training model, the customs sector has just stopped training and fostering compulsory programs under ranks and objectives, leadership, in accordance with the provisions of professional knowledge, fostering additional skills without training required knowledge and skills defined in the capacity framework of employment. In reality, each job placement has different requirements to accomplish a job well at that position.

Recognizing the limitations and to overcome the shortcomings in the training, in the coming period, the General Department of Customs has developed and consulted on the plan to renovate the content of the program. The teaching and learning materials are tailored to fit the needs of each job placement with emphasis on practical skills training for each job placement group.

In order to carry out job placement training, the development of a professional capacity framework in the professional field is essential. As a result, the General Department of Customs has formulated and promulgated the capacity framework for the job placement, thereby reviewing, contrasting and evaluating (by the capacity assessment system) As for civil servants, the civil servants themselves and the management unit will identify each type of knowledge and skills that need to be added. Based on this information, the management unit and individual civil servants will have training and retraining plans with appropriate training to complement and improve their required capacity framework of job placement which is being taken over.

Not only that, in the training process under job placement, the "learning" will be combined with "practicing" the training content closely associated with staffs’ work which is assigned. Training going with aims to help students know how to handle the job more accurately, faster. Students often have the opportunity to apply the learned knowledge and skills in the actual work.

According to the Organization and Personnel Department, job placement training will be closely linked with other activities such as arranging, assigning, transferring, planning, appointing ... Before implementing some contents, staff management will be based on the capacity framework of the new job placement that the specialized staffs expect to undertake in the coming time to review, assess and identify needs and organize additional training and supplementing the necessary knowledge and skills for job placement to ensure that when moving to a new position, specialized staffs have the necessary capacity to carry out the work effectively.

It can be seen that training job placement will help the Customs sector to properly train and win both in terms of the subjects and necessary contents for the job, thereby attracting staffs to go to school, improving quality as well as the efficiency of training, improving the quality and efficiency of the work of the industry. Thereby, to meet the volume as well as the difficulty of the job increasing rapidly in the context of the implementation of staff downsizing.

Renovate the form of training

In order to implement the above training plan, the Department of Personnel and Organization has specifically set the training subject, training content and curriculum framework, clearly defining the training needs of the customs sector in the period 2019-2021 ... These contents are determined based on the capacity framework of the employment positions.

Particularly, training reform must be concentrated on instead of the focused training and on-the-job training as the present. In the coming time, along with the development of information technology, the need for more and more training will focus on skill training. The General Department of Customs will add two forms of training: online training and simulator training. In order to promote the advantages of each type, it depends on the training needs of different subjects; these four types of training can be used in combination.

Specifically, for cadres and civil servants, current officers taking over the present position will use the form of training at the Vietnam Customs School, training on the simulator models to equip the knowledge and in-depth skills, on-line training to help to improve cadres’ capacity of handling the job at that job position.

For the training of cadres and civil servants, the new officials who intend to arrange jobs according to their assigned tasks shall be trained in two forms of non-centralized training as online training to provide learners obtaining knowledge for each work, at the same time, training necessary skills to deal with every work of each position under the characteristics of each unit and the focused training for each necessary credit.

In the short term, job placement training will be prioritized for groups of professional positions in eight major professional areas: management supervision, import-export tax, risk management, anti-smuggling control, post-clearance inspection, violation handling and inspection.

Develop a plan to renovate the training of job placement in the period 2019-2021, the General Department of Customs clearly defines:

Equipping the cadres, customs officials with professional knowledge and skills to perform tasks in accordance with the requirements of the assigned employment position to meet the prescribed job placement requirements in the framework of job placement capacity issued by the General Department of Customs.

Ensuring the quality of the cadres at each job position and the requirements of changing the position of customs officers according to the standard of each job position.

Ensuring training and retraining according to job requirements and job placement. As a result, improving the quality of human resources, enhancing the efficiency of the performance of tasks in the context of a rapidly increasing workload of 10-20%, demand for qualified capacity of staffs increasingly demanding to meet the speed of modernization of customs and surrounding environment.

Overcoming the shortcomings and weaknesses of the current customs cadres and staffs, thereby improving the quality of human resources in professional techniques and customs management methods in line with the customs offices of advanced countries in the region. .
