The Scheme on the Department and District Competitiveness Index 2021 of Thanh Hoa province for 2021-2025 was approved by the local People’s Committee in 2021.

The DDCI is the evaluation of the business community for public service performance of competent agencies, which includes eight component indicators: transparency and access to information, dynamism and role of the leader, time cost, informal cost, fair competition, business support, legal institutions, and accessing land.

Indexes from 1 to 7 are used to score and rank the group of 25 provincial departments and government agencies; indexes from 1 to 8 are used to score and rank the group of 27 People's Committees of districts, towns and cities, which are jointly selected by VCCI, Thanh Hoa Business Association, Thanh Hoa Women Entrepreneurs Association, Thanh Hoa Young Entrepreneurs Association.

In addition, DDCI Thanh Hoa has surveyed a number of additional contents that are not suitable for calculating scores among units in the same group but have a great impact on the production and business activities of enterprises and the local the business environment, such as market entry, labor training, the efficiency of the judicial system, the role of associations, and support needs of enterprises.

After selecting the enterprise structure, 4,450 enterprises were selected to send the printed survey.

Surveyors have conducted direct surveys, online surveys and telephone surveys to ensure the set schedule. As a result, 1,124 units participated in the survey with 2,048 valid questionnaires to put into processing the calculation and ranking data.

Accordingly, Thanh Hoa Customs Department achieved 77.78/100 points, ranked second of 25th in the province's departments and government agencies, and is one of the five provincial departments and agencies ranked well together with the Department of Industry and Trade and the Department of Justice, Office of Provincial People's Committee, and Provincial Inspector.

The business support index: 8.44/10, ranks 1/25th; the time cost index: 7.97/10, ranks 2nd/25th; the dynamic index and role of the leader: 9.03/10, ranked 3rd /25th; Index of transparency and access to information: 8.03/10, ranks 4th/25th; the informal cost index ranks 6th/25th; the fair competition index ranks 5/25; Legal institutions index ranks 5th/25th.

Thanh Hoa Customs Department has made great efforts in accompanying and supporting businesses to overcome difficulties due to the impact of the Covid-19 pandemic, removing problems and facilitating the customs process, shortening customs clearance time, increasing the competitiveness of import-export enterprises; and has been highly appreciated by the local business community; and built relationships and cooperation for mutual development of customs- business.
