At the session, Deputy Head of the Customs Reform and Modernization Department (General Department of Customs) Tran Vu Minh thanked members of the Conference of Asia Pacific Express Carriers (CAPEC) in Vietnam (CAPEC) visited and worked with the General Department of Customs.
Mr. Tran Vu Minh also emphasized that the development of Customs-Business partnerships has been focused on by the Customs sector. Through this working session, the General Department of Customs and the working group discussed and shared international experiences on tax collection models for low-value imported goods, and the authorized economic operator program applied to express and e-commerce businesses.
At the meeting, CAPEC’s representatives highly appreciated the development of Vietnam Customs and expect continued long-term cooperation with the General Department of Customs in the coming time.
Besides, Mr. Dietmar Jost, a representative of the Global Express Association (GEA), introduced the tax collection model for low-value shipments and the tax collection process in some countries.
“With the increasing cross-border e-commerce, governments see low-value shipments as a potential revenue. The tax collection model on low-value shipment is applied in some countries in the Asia-Pacific region such as Australia, New Zealand, Singapore, and soon Malaysia," Mr. Dietmar Jost shared.
Also at the meeting, representatives of the General Department of Customs raised questions on the contents of building a shortened tax schedule; control and supervision of checking prices, HS codes, and tax collection of importing countries for sellers; specialized inspection for import and export goods...

On this working session, representatives of the GEA and CAPEC shared international experiences on authorized economic operator programs applied to shipping companies, express delivery; international experience in specialized inspection of imported goods via cross-border e-commerce; ideas for modernization programs, and promoting paperless trade.
On the same day, the delegation of the General Department of Customs conducted a survey at DHL Vietnam Express Co., Ltd. on import-export processes, and customs procedures for express delivery and e-commerce goods.
