Tan Thanh border gate (Lang Son) maintains two clearance options

VCN - Since January 8, the Chinese authority decided to restore clearance activities at the border gates, however, due to infrastructure conditions, the People's Committee of Lang Son province decided to maintain two clearance methods at the Tan Thanh border gate area and Pingxiang town, Guangxi (China).

Based on the results of talks between the forces of the two countries, import and export activities are officially restored through the dedicated freight road at 1088/2-1089 milestone.

Accordingly, import-export activities through the Tan Thanh sub-border gate are restored. At the same time, stopping the regulation and channelization of vehicles carrying export goods into the non-tariff zone (when the volume of goods increases, it will be proactive in regulating and reactivating this area).

However, in order to ensure the operation is suitable for the actual situation, in the immediate future, the People's Committee of Lang Son province decided to implement two methods of delivery of goods.

Firstly, businesses, traders, and drivers can implement contactless delivery (cutting hooks and lifting containers). In other words, using specialized tractors and specialized drivers of the Bao Nguyen Commercial Transport Joint Stock Company.

Secondly, businesses, traders, and drivers can carry out the traditional method of delivery of goods as before, that is, drivers and people traveling with vehicles across the border of the two countries can drive vehicles to carry goods straight to the yard of the opposite country to deliver and receive goods. The authorities of China and Vietnam encourage enterprises of the two sides to use vehicles that have already delivered goods to receive export goods from the other country.

Before entering China, drivers of vehicles carrying import and export goods and accompanying persons need to have negative PCR test results for Covid-19 within 48 hours and fill in the test results on the Health Declaration Form at the request of China Customs (individuals self-declare and are responsible for the information declared).

If the driver and accompanying person cannot deliver the goods within the day, they must leave the vehicle on the Chinese side. At the end of the day, the Chinese side will arrange a vehicle to bring the driver and accompanying person to the Km0 area which is a service road to carry out entry procedures. The next day, the Chinese side will arrange a vehicle to pick up at the above location (the cost of the shuttle will be borne by the driver and accompanying person).

In addition, in case individuals and organizations cannot promptly carry out the procedures for import and export, they can hire the services of Bao Nguyen Commercial Transport Joint Stock Company.

Regarding the immigration activities through border gate at the landmark 1090 area, the Chinese side has not completed the preparation work, so it is impossible to resume the immigration activities in this area from January 8.

However, after fully preparing the conditions and restoring immigration activities through the 1090 landmark area, the traditional method of freight forwarding will be restored as before.

The People's Committee of Lang Son province requested the Border Defence force to prepare equipment, and conditions, arrange officers and soldiers to handle immigration procedures; channelizing and regulate means of import and export.

Besides that, Tan Thanh Customs Branch needs to disseminate and notify enterprises to know and guide drivers who transport exported goods to follow channels and routes in accordance with regulations in the border gate area.

For the Quarantine agency, the People's Committee of Lang Son province requested to arrange for officers and staff to monitor and supervise people entering and leaving the country in accordance with the instructions and promptly handle suspected cases of Covid-19 infection. Yard operators need to urgently arrange a scientific and reasonable yard area to facilitate inspection, gathering goods, and timely providing services such as loading and unloading goods. Consider and arrange a reasonable amount of tractors and full-time drivers to ensure the operation of import-export activities.

Lang Son Provincial People's Committee added that to ensure customs clearance, Tan Thanh border gate and Huu Nghi international border gate will be fully restored. As for other border gates such as Coc Nam, Chi Ma and sub-border gates in Lang Son province, import and export activities have not been temporarily restored for citizens of the two countries.

Accordingly, at Coc Nam sub-border gate, before the pandemic, the method of freight forwarding continues to be implemented by following the method that is Chinese drivers driving vehicles to Coc Nam border gate to deliver exported goods and receive imported goods. During the delivery of goods, Chinese drivers must comply with the regulation of wearing masks to ensure pandemic prevention.

At Chi Ma bilateral border gate, in the immediate future, it will continue to implement the method of delivery and receipt of goods by following the method that Chinese drivers driving vehicles to Chi Ma border gate to deliver export goods and receive imported goods. During the delivery and delivery of goods, Chinese drivers must comply with the regulation of wearing masks to ensure pandemic prevention.
