Deputy Head of the Reform and Modernization, Head of the Survey Team, Hoang Dinh Trung said that the survey was attended by representatives of the Vietnam Chamber of Commerce and Industry (VCCI) to capture information in accurate and objective manner.

The survey was conducted at the Customs authorities and some specialized inspection agencies; import and export enterprises; port, warehouses and yards operators in order to collect information on the operation of enterprises, the time to carry out each procedure for Customs clearance of import and export goods, the results after a period of implementation of automated system for Customs management and supervision at Noi Bai International Airport.

Survey’s result is a part of information to help management agencies determine the Customs processing time of total import and export time, and the time under the responsibility of other management agencies; obstacles encountered by import-export enterprises. At the same time, evaluating the efficiency of time reduction due to implementation of automated supervision at seaports and airports and the Project on enhancing efficiency and effectiveness of specialized inspections.

Especially, the survey’s results helps the General Department of Customs have more basis to improve the contents to prepare the national conference on the National Single Window and ASEAN Single Window and Trade Facilitation.

During the survey period, the survey team has worked with representatives of Hanoi Customs Department and Noi Bai International Airport Customs Branch; directly inspected the steps in the process of Customs clearance of import and export goods. At the same time, directly interviewing representatives of some import-export enterprises; port, warehouses and yards operators on processing time of specialized inspections, processing time for port, warehouses and yards operators; the efficiency of time reduction thanks to deployment of automated system for Customs management and supervision; the results of cutting procedures and time for goods subject to specialized inspections; and obstacles, causes and recommendations.

As recorded by reporters, in addition to appreciating the efforts of the Customs and ministries, enterprises still raised many obstacles and shortcomings related to specialized inspections of import and export goods.

Ms. Phan Thuy Hang from Hoang Le Trading Company Limited, said that the deployment of automated system for Customs management and supervision helps to save time for goods clearance, but the specialized inspection time is still long, it still affects the quality of fresh products. Normally, for salmon, the best use is within 15 days, but the company takes 4 days for transport and 4 more days for waiting for the specialized inspection results. If the specialized inspection results are issued sooner, the company may improve the quality of products to the market.

Beef also takes 4 days for waiting for the specialized inspection result, but beef imports are more troublesome than salmon because the importer can not take the goods for storage while waiting for the results of animal quarantine and food safety. "This affects the quality of the products because the conditions of storage of goods at the border gate is not as good as the importer’s warehouse. In addition, the company must pay storage fees. Normally, the company must spend VND 40 million / shipment for storage and cold storage at the border gate," Hang said.

Regarding the assessment on the efficiency of the automated system for Customs management and supervision, both Customs and enterprises realized the positive signals in time reduction in the step of taking goods out of the Customs supervision area. A Customs officer said that in the past, the waiting time from the storage to the delivery of goods took 30 minutes, now it only takes 5 minutes (if goods are eligible).
