Strictly handle cases of trafficking pigs across border gate to Vietnam

Some media agencies have reported that the trafficking and illegal transportation from abroad to Vietnam, especially from Cambodia have taken place complicatedly, affecting domestic production and increasing the risk of infection and spreading dangerous diseases on domestic pigs. Unknown-origin pig may be fed products banned from livestock production, which do not meet veterinary hygiene and food safety standards, and seriously affect the domestic livestock industry and public health.
The Prime Minister requested chairman of People's Committees of provinces and centrally run cities, ministers and heads of the National Steering Committee for Anti-smuggling, Trade fraud and Counterfeit Goods (National Steering Committee 389) to direct and drastically implement solutions to prevent and handle cases of illegal trade and transportation of pigs across the border into Vietnam, focusing on specific tasks as follows:
Chairman of People's Committees of provinces and centrally run cities, especially southwestern border provinces must strengthen inspection, supervision and control, especially at border gates, trails, seaports and river route… to prevent and handle cases of illegal trade and transportation of pigs across the border into Vietnam. If detecting illegally imported pigs, they must be re-exported or destroyed immediately, and strictly handle organizations and individuals that commit violations.
Police, Border Guards, Customs forces and local 389 Steering Committees must prevent and combat the illegal trade and transportation of pigs across the border; coordinate with local authorities to promptly arrest and strictly handle violations.
Disseminate residents in the border areas about the dangers of smuggled pigs, diseases that can be transmitted to humans and harms when trading and transporting pigs without quarantine and of unknown origin; request the residents not to participate or support the transportation and trading of animals and animal products, especially pigs illegally imported into Vietnam.
Local government agencies must compile statistics and control pig herds, especially in localities sharing borders with other countries to promptly detect fluctuations and the surge in volume of imported pigs due to legalization of the origin of smuggled pigs; the legalization of forge documents on import quarantine and animal transport quarantine.
Assign local forces to strictly inspect and supervise at cattle collection and slaughter establishments, especially border-adjacent locations; strengthen inspection and traceability for the transportation of pigs for consumption in the province; promptly detect and strictly handle violation.
Set up working groups to inspect and strengthen the control and prevention of the illegal transportation and trade of pigs into Vietnam.
The National Steering Committee 389 must direct and take measures to prevent and strictly handle cases of smuggling, illegal transportation and trading of animals and animal products, especially pigs in and out of the country; closely coordinate and share information and data with veterinary agencies at all levels and implement measures to prevent and control animal diseases in accordance with current laws.
