Fight against smuggling, trade fraud and counterfeit goods at the end of the year

VCN - VCN - On November 30, 2024, Deputy Prime Minister Nguyen Hoa Binh, Head of the National Steering Committee 389, signed and promulgated a peak plan for fight against smuggling, commercial fraud and counterfeit goods before, during and after the Lunar New Year 2025, from 1/12/2024 to 28/2/2025.

To strengthen control of the situation, promptly detect, effectively combat and prevent smuggling, illegal transportation of goods, trade fraud and counterfeit goods nationwide, the National Steering Committee 389 has assigned specific tasks to the Steering Committees 389 of ministries, branches and local governments in the plan.

Accordingly, the Ministry of Finance's Steering Committee 389 directs the Customs force to strengthen information collection and grasp the area; take technical measures in customs inspection, supervision and control at land border gates, seaports, waterway ports, international airports, international post and express delivery offices, border economic zones, goods gathering areas near the border... within the customs control area; strengthen forces and equipment to strictly control import and export goods, transit goods, passenger luggage and exit and entry vehicles; develop and deploy specific plans to combat, prevent, detect and strictly handle acts of smuggling, illegal transportation of goods across the border, trade fraud, transfer pricing, tax evasion, money laundering...

The Committee directs the Tax authority to promote inspection, examination and control operation of taxpayers; combat tax fraud and tax evasion in high-risk business sectors; and strictly manage the use of invoices...

The Ministry of Industry and Trade's Steering Committee 389 directs the Market Surveillance force to focus on strengthening market inspection and control and strictly handling violations of speculation, hoarding, price listing, e-commerce, trading, transporting, storing prohibited goods, smuggled goods, goods of unknown origin, counterfeit goods, goods infringing intellectual property, low-quality goods, ...especially essential goods, high-demand products at the end of the year and Lunar New Year such as electronics, refrigeration, gold, clothes, shoes, confectionery, sugar, fruits, cigarettes, new generation cigarettes, alcohol, beer, soft drinks, livestock, poultry, fresh food items...

The Ministry of National Defense's Steering Committee 1389 directes the Border Guard force to arrange human resources, vehicles, take measures, grasp the situation and activities of subjects, and strengthen inspections and patrols at border gates, seaports, trails, border crossings, waterway ports…

The Committee requests the Coast Guard to develops and implements plans to allocate human resources to inspect and control to detect and handle smuggling and illegal transportation of goods in sea areas, and focus on key items such as weapons, explosives, drugs, firecrackers, gasoline, cigarettes, coal, minerals, and essential goods on targeting routes and areas.

The Steering Committee 138 of the Ministry of Public Security directs the police force across the country to closely coordinate with relevant forces to grasp the situation, take technical measures to promptly detect and effectively combat subjects, rings, and gangs of smuggling, illegal transportation of goods, trade fraud and counterfeit goods in the land borders in the North, Central, and Southwest regions and in the domestic markets of large cities...

The Steering Committee 389 of ministries of Culture, Sports and Tourism, Agriculture and Rural Development, Health, Science and Technology, and Transport direct specialized inspection forces to develop plans to inspect, control, and detect acts of producing, trading, and transporting pirated books and harmful cultural products; coordinate with veterinary and quarantine management agencies to inspect products to server before, during and after the Lunar New Year 2025.

The Steering Committee 389 of localities directs units, enforcement forces, and local authorities at all levels to grasp the situation in the management area, strengthen inspection and control, and prevent the operation of warehouses, yards, and transit points for smuggled goods, counterfeit goods, low-quality goods, goods infringing intellectual property rights, and activities taking advantage of the e-commerce environment for smuggling, trade fraud, and counterfeit goods...
