Strict control of sand temporarily imported for re-export

Accordingly, when carrying out customs procedures for natural river sand products temporarily imported for re-export, in addition to complying with the provisions of Circular 38/2015/TT-BTC, amended and supplemented in Circular 39 /2018/TT-BTC, the General Department of Customs requested Customs Departments of provinces and cities to seriously follow regulations on customs supervision, as well as ensure coordination between customs branches.
Regarding customs supervision, sand products temporarily imported for re-export must be carried in vehicles sealed by customs. If the vehicle does not have a lid, it must be covered with a tarpaulin to ensure customs sealing.
Vehicles carrying sand temporarily imported for re-export must be attached with a positioning seal so that the customs branch can monitor the transportation process.
The goods temporarily imported must be re-exported immediately. If the goods are not re-exported immediately, they must be stored in a customs supervision area at import and export border gates as prescribed in Point a, Clause 5, Article 82 of Circular 38/2015/TTBTC dated 25 March 2015 of the Ministry of Finance.
The customs branch at the import and export border gates shall arrange for customs officers to supervise the goods in order to prevent exporting domestic-origin sand.
Goods are not allowed to change their mode or means of transport during transportation from the import border to the export border. The change of means of transport can only be done at import and export border gates under the supervision of Customs.

In addition, the General Department of Customs also provided specific instructions on the coordination between customs branches.
