Strengthening management of foreign vehicles on exit and entry

Specifically, the unit should strictly comply with regulation on customs procedures, customs dossiers, inspection, supervision and customs supervision for means of transport of Vietnam and aboard on exit and entry in Customs Law, Decree 08/2015/NĐ-CP dated January 21, 2015 amending and supplementing Decree 59/2018/NĐ-CP dated April 20, 2018 of the Government, to ensure customs dossiers have sufficient documents as prescibed in the law such as: cross-border transport permit or Vietnam – China cross-border transport permit, list of passengers (for passenger transport); means of transports on exit and entry must have national symbols, badges and signboards for differentiation.

Regarding regulations for drivers of vehicles, the official dispatch of the General Department of Vietnam Customs stated the driver of the vehicle that has a license plate of Cambodia/China must be a Cambodian/Chinese citizen. If the driver of the vehicle which has license plate of Laos was not a Lao citizen, he/she must present a labour contract (valid for one year or more) with a legal entity in Laos or a temporary residence card or a diplomatic identity card.

The guidance of General Department of Vietnam Customs is based on treaties and protocols; the Memorandum of Understanding, Bilateral and Multilateral Agreements on Road Transportation and Vietnamese Legal Documents; and the Directorate for Roads of Vietnam also sent a document to the General Department of Vietnam Customs strengthening the management of road transport activities of transporting cross border activities in Vietnam.
