Specialized inspections are still great barriers

Despite strong improvements in Customs administrative procedures, at the propaganda Conference on the Single Window and specialized inspection schemes and trade facilitation agreements held by the General Department of Vietnam Customs in cooperation with Vietnam Private Business Forum and Hanoi Young Businessmen Association, Hanoi Small and Medium Enterprises Association, enterprises still commented on difficulties in import and export process due to obstacles from specialized inspection procedures.

A representative of the Vietnam Private Business Forum assessed that while Customs procedures accounted for only 28% of goods clearance time, specialized inspection procedures accounted for 72% and increased the business costs for enterprises.

This is considered as one of the obstacles in administrative reform in the spirit of Resolution 19/NQ-CP. The over-indispensable specialized inspections are creating barriers for efforts in improving the cross-border commercial transaction index, increasing unreasonable costs and placing an excessive burden on enterprises.

From shortcomings in the specialized inspections, the representative of the Vietnam Private Business Forum assumed that many unnecessary procedures should be cut such as: Eliminating the procedures for issuing a Certificate of conformity in food safety and hygiene regulations and Eliminating automatic import and export licenses for some commodities such as fertilizers, chemicals, steel and imported goods sent via courier service and non-commercial telecommunication electronics.

The General Department of Vietnam Customs still continues to proactively collaborate and propose specialized management ministries for implementing full measures to basically innovate specialized inspection methods such as: implementing centralized specialized inspections before Customs clearance inappropriate time; building and completing the specialized inspection apparatus to meet the actual requirements and applying risk management in specialized inspections.
