Specialized inspections take a lot of time
Speaking at the meeting, the Minister cum Chairman of the Office of Government, Mr. Mai Tien Dung said that the PM's working group recently worked with the Ministry of Justice, the Ministry of Finance, the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism in the development of the plan to review and cut the business conditions which were overlapping and inadequate.
"Through inspection, the Working Group has regularly reported at the Government meetings. Accordingly, the Government and the Prime Minister shall direct the ministries and branches in performing the tasks of reforming the industry for imported and exported goods," said Mr. Mai Tien Dung.
The current reform of specialized inspections are still slow. The inadequacies have not been thoroughly reformed in line with the guidance requirements of the Government and the Prime Minister. Specifically, there are still delays in implementing specific solutions to simplify administrative procedures and improve the business environment in ministries and agencies.
At the Administrative Reform Conference under Resolution 19 of the Government, ministries and sectors agreed to cut 50% of the list of goods subject to specialized inspections.
The Minister Mai Tien Dung quoted the report of the Central Institute for Economic Management and the US Agency for Development about a package of milky coffee with dried milk to create a product that raised many procedures.
As another example, a ship carried 5 different types of goods from 5 shippers. 4 consignments completed customs procedures but they have to wait for the remaining shipments to complete the procedures.
When testing vaccines, the Ministry of Agriculture and Rural Development has appointed two centers, one of which was suspended in the North from February 2018. As a result, the whole country concentrates on the Southern accreditation center, causing difficulty in traveling and raising costs for the enterprises.
According to the report of the Central Institute for Economic Management, the cost of inspections that businesses have to bear is still very high.
According to the World Bank, the compliance time for vouchers related to importing technology in Vietnam is 76 hours higher than that of ASEAN 4 with only 28 hours. On the other hand, the procedures for industrial technicians also take the most time when Vietnamese enterprises import.
Will remove many items from the list of specialized inspections
At the meeting, the Working Group listened to representatives from the Ministry of Information and Communications; the Ministry of Health; and the Ministry of Agriculture and Rural Development reporting on the results of the implementation of the reform procedures. At the same time, some of the work is expected to be implemented in the coming time.
Regarding the reform of the procedures, the Ministry of Industry and Trade said that the total number of imported and exported goods subject to industrial property under management of the Ministry was 578 products, of which 571 products had HS codes. It is expected that the remaining 7 products without HS codes will be removed from the list of specialized inspections.
In the coming time, the Ministry of Industry and Trade shall promulgate the Circular providing State management of food safety in replacement of current regulations to implement Decree 15 (expected to be completed in the fourth quarter of 2018). In 396 products managed by the Ministry of Industry and Trade, it is expected to cut more than 90% of them when carrying out Customs procedures. At the same time, the rate of 5% of the imported goods must be cut by the Ministry of Industry and Trade under Resolution 19.
In addition, the Ministry of Industry and Trade is cooperating with the Ministry of Agriculture and Rural Development to reform the activities of specialized inspections related to products derived from food and milk products.
For product quality control in group II, the Ministry of Industry and Trade planned to issue a circular on the management of potentially unsafe products to implement Decree 74 on quality control of products and goods. Accordingly, simplify procedures for 139 out of 144 products on the list of goods in group II.
At the conclusion of the working session, the Minister cum the Head of the Government Office, Mr. Mai Tien Dung, said that the Government Office formulated and submitted to the Prime Minister a draft of the Directive on strengthening the reform of specialized inspection activities and simplifying administrative procedures, especially in import-export activities.

Before 15 August 2018, ministries and sectors shall complete procedures to reduce the business conditions to submit to the Government and the Prime Minister towards amendments in Decrees.
