Quang Ngai Customs collaborates with enterprises to increase revenues

Cooperation in sharing information

According to the Quang Ngai Department of Customs, in 2016, many new policies and legal documents related to import and export activities took effect. In order to guide and provide information to the business community in a timely fashion, in addition to organizing conferences for direct guidance to businesses, the Quang Ngai Department of Customs has signed cooperation agreements to support enterprises in the field of information sharing. Specifically, the Quang Ngai Department of Customs has agreed to sign a cooperation agreement in the implementation of Customs procedures with Doosan Heavy Industries Vietnam Company Limited and Binh Son Refining and Petrochemical Company Limited.

The contents of cooperation include: exchange of information on policies, new regulations in the field of Customs; consultations on problems related to the field of Customs; collection of information on the operations of businesses to serve the construction of the annual State budget revenue and establish a mechanism for cooperation between Customs authorities and businesses. When there are any new policies affecting import and export activities of enterprises, the Quang Ngai Department of Customs will provide information promptly and accurately to enterprises; proactively consult with enterprises in the case where enterprises face difficulties due to new policies, and solve problems of enterprises in the implementation of Customs procedures.

In particular, in order to tackle shortcomings and problems in the specialized inspections for imported and exported goods, facilitate import and export enterprises and reduce the time of Customs clearance of goods, the Quang Ngai Department of Customs has signed a cooperation agreement for specialized inspections at Dung Quat port.

Accordingly, specialized inspection agencies will arrange their staff and equipment to coordinate with Customs authorities to carry out the inspections and sampling of goods at the request of enterprises; and publish the test results quickly. In addition to the exchange of information and data on the portal of the National Single Window, Customs authorities shall cooperate with specialized inspection agencies to carry out the exchange of information (registration certificate for commodity inspections and result announcement) by email, fax and telephone for information sharing to be as quick as possible.

In the case where the contents of results should be clarified, Customs authorities will take the initiative to contact and exchange with specialized inspection agencies to confirm and add more information before completing procedures for Customs clearance of goods.

Reaching the target early

According to the Quang Ngai Department of Customs, enterprises with good business activities will create stable and growing revenues. Therefore, trade facilitation for the business community is one of the solutions that the Quang Ngai Department of Customs should focus on to increase revenues of the State budget.

The Head of Technical Division under the Quang Ngai Department of Customs, Mr. Huynh Van Cuong said, from the end of 2016, the Quang Ngai Department of Customs was assigned to collect 600 billion vnd for the State budget in 2016, along with the target of 610 billion vnd. To 30th September 2016, the Quang Ngai Department of Customs collected 634 billion vnd, equivalent to 105.67% of the assigned task. On 7th October 2016, the General Department of Vietnam Customs issued an Official Dispatch No. 9680 /TCHQ-TXNK which assigned the Quang Ngai Department of Customs to collect at least 730 billion vnd. To 17th November 2016, the Quang Ngai Department of Customs reached 740 billion vnd, exceeding the revenue target for 2016.

In the remaining months of 2016, the Quang Ngai Department of Customs will continue to implement measures strictly under the General Department of Vietnam Customs’ Directive No. 1055 / CT-TCHQ of 3rd February 2016 for revenue tasks of 2016. In addition, the Quang Ngai Department of Customs shall implement a series of solutions to facilitate enterprises, reduce losses of the State budget, strengthen control against smuggling and trade fraud to obtain the highest revenues.

Speaking to a reporter of the Customs Newspaper, Mr. Dao Tan Hue, the Director of Dung Quat PTSC port said that Dung Quat PTSC not only provided port services but it also provided logistics services; and Dung Quat PTSC always coordinated with the Customs Branch of Dung Quat to facilitate import and export enterprises.

Mr. Hoang Nguyen, Head of Logistics, Sumida Quang Ngai Electronics Co. said his company was 100% Japanese capital invested company in Tinh Phong Industrial Zone. At the beginning of plant construction, his company received the support and guidance of Quang Ngai Customs officers in the implementation of procedures for importing machinery and equipment. So far, though his company has gone into operation, his company cannot implement import-export activities directly but it bases on its parent company in Haiphong. However, the Customs Branch of Quang Ngai Industrial zones has still supported his company in the implementation of procedures for goods from inland for processing, which has created favourable conditions for his company and promoted production.
