Can you tell us the specific action plans to implement the customs inspection and qualified test under the Action Plan of the General Department of Vietnam Customs according to Resolution 19/2016 / NQ-TTg?
In order to effectively implement the action plans according to Resolution 19/2016 / NQ-TTg, the Qualified Test Department is reviewing the documents related to the operations of the Department stipulating functions and new missions the Government and the Ministry of Finance have allocated.
In addition to analysis and inspection to classify the goods, the Qualified Test Department will focus on implementation of quarantine, quality control, checking food safety for some commodity groups which have been issued regulations and standards by the specialized management ministries (eg, fertilizers, textiles, toys and a number of criteria related to food).
The Qualified Test Department will implement the provisions of the legal tasks on customs, in order to ensure compliance with provisions of law. Also, the Qualified Test Department has proposed amendment to decrees, circulars, even provisions in some specialized laws to ensure the customs authorities and other relevant ministries to coordinate and facilitate enterprises as well as tightly control export activities, especially where goods do not meet the requirements of food safety across the border.
From 2018 to 2025, the Qualified Test Department shall ask the General Department of Vietnam Customs, the Ministry of Finance to formally put into operation of Qualified Test Branches in Hanoi, Lang Son, Quang Ninh and recommend the establishment of some branches in other important areas in this period.
How does the Qualified Test Department coordinate with the local customs branches in directly determining the nature of goods and identifying exported and imported goods codes?
Currently, the Qualified Test Department still remains in close coordination with the local customs branches to determine the nature of the goods and identify the codes of imported and exported goods. This was reflected in the legal documents as well as relevant rules of the qualified test and inspection of goods. Specifically, in the case of goods for analysis through the new machinery and equipments to identify the nature or the local customs branches can not take samples or composition for analysis, the Qualified Test Department shall send officers to the local customs branches to support and help.

In order to implement the reduction of the number of samples required by the General Department of Vietnam Customs and according to the statistics of the Qualified Test Department, we find that there is a large amount of commodity groups classified with the same results as pigments used in industry, paints and varnishes, textile fabrics.
Therefore, in order to create favorable conditions for enterprises, relieve the pressure to focus on new tasks, the Qualifed Test Department has recommended the local customs branches and required local customs branches to restrict the sending and receiving samples with the same inspection results.
Also, the Qualified Test Department has sent competent officers in analysis and classification for lecturing local customs branches to raise the level of classification for staff directly working on this issue.
In addition, the Qualified Test Department directed local customs branches to issue analytical results in a timely fashion as stipulated in the legal documents of the Ministry of Finance and the General Department of Vietnam Customs.
