These Khat leaves were transported from Kenya (Africa) to Nam Hai Dinh Vu (Hai Phong) port in February 2018.
The consignee on the bill of lading is a business specializing in the field of temporary imports for re-export. The goods shown on the bill of lading are 302 boxes of coffee, tea and spices. However, with many suspicions of the shipment, the leaders of Hai Phong Customs Department asked the Customs Control Team to draw up a plan to fight and arrest perpetrators effectively and at the same time closely supervise the shipment.
However, over the long follow-up, there are no individuals or organizations that have come to receive the goods. At the same time, the Vietnamese company in the name of receiving goods on the bill of lading refused to receive goods.
On 11 May 2018, the Hai Phong Customs Department coordinated with Hai Phong Police and competent units to inspect the whole lot of goods under the solicit expertise of the Criminal Techniques Department (PC54) of Hai Phong City Police.
On 28 May 2018, the Hai Phong Customs Department has sent written documents for dossiers of transporting nearly 2.6 tons of drugs to Hai Phong Police City to prosecute and investigate in accordance with regulations.
