Proposal to establish a Customs Branch at Hoa Lac High-tech Park

Hoa Lac Hi-tech Park was established on October 12^th 1998 by Decision 198/1998/QD-TTg of the Prime Minister. The total area is ​​1650ha, located in the west of Hanoi. Hoa Lac Hi-tech Park is identified as a "Research and development center and high-tech applications at the national level, nourishing businesses in high technology, training of human resources, product development manufacturing and trading of high-tech products. "

Recently, in order for Hoa Lac Hi-tech Park to "breakthrough", Deputy Prime Minister Vu Duc Dam has led a meeting that related to the promulgation of the Decree mechanisms and specific policies for Hoa Lac Hi-tech Park .

Currently Hoa Lac Hi-tech Park has attracted 73 investment projects with a total registered capital of 56.852 billion VND. The main field of operations are production, business software; ICT 'biology; medicine; electronics, automation; telecom equipment manufacturers, infrastructure business.

The implementation of Customs procedures at the Hoa Lac Hi-tech Park is done by a team from Ha Tay Customs Branch. In fact, due to some inadequacies, it has affected the implementation of Customs duties there.

Moreover, the Customs team at Hoa Lac Hi-tech Park did not have a place for gathered inspections thus, in the case of physical inspection, Ha Noi Department has a solution to recorgnise inspection places at the production base. It only applies to some enterprises that are eligible under the regulations.

Besides that, the Customs team at Hoa Lac Hi-tech Park not only works at remote locations and far from headquarters but also doesn’t have a separate administrative stamp, so the handling of documents, transactional documents and administration decisions are passive in terms of time. The reasons are requirements of decentralization, the authority considering tax refunds, no tax collection, so they have to bring documents and receipts to the department in order to complete the Customs procedures and administrative procedures which takes a long time.

As a result, to meet the requirements of development, Hanoi Customs Department assert that there is a need for Customs sub-departments in the high-tech park. On the other hand there could not be 2 Customs units at Branch level in the same area. Therefore Hanoi Customs Department proposes to change the name of Ha Tay Customs Branch to Customs Branch of Hoa Lac Hi-tech Park. Based on the approval, Hanoi Customs Department will propose the structure, organization and personel of the unit.
