VCN- In order to inform enterprises about the plan for implementation of the project on managing and supervising goods at airports, on the afternoon of 4th July 2017, the General Department of Vietnam Customs held a seminar to introduce the plan and technical solutions. The seminar was attended by about 40 enterprises operating in warehouses, ports, and airlines.

Speaking at the seminar, the Deputy Director General of Vietnam Customs, Mr. Nguyen Cong Binh said that the implementation of the project of managing and reducing cargoes at seaports and airlines was one of the new solutions of the Customs to apply modern Customs management in accordance with international practice, as well as maximizing the advantages for trade and import-export activities.

Through the seminar, Customs officers will announce and provide information to enterprises to clearly understand the objectives of the scheme, having a direct impact on enterprises, and this is also an opportunity for the Customs to review the preparation on a large scale.

The implementation of the project aims to simplify and harmonize the Customs procedures with the procedures of storage, and port, seaport and aviation enterprises, and related parties through the use of the public system of the Customs office to exchange and update information with port businesses, warehouses to closely monitor the process of moving, fluctuation and condition of the goods from the time of entry to the time of exit. Thereby, shortening the time and cost of Customs declarants; strengthening the management of Customs in controlling, supervising and improving the compliance of enterprises, preventing commercial fraud, smuggling and ensuring the national security.

According to the plan, the information system supporting the management and supervision of cargoes at airports will be piloted at the Hanoi Customs Department in October 2017.

At the seminar, the representative of the Hanoi Customs Department introduced the business process, legal basis, preparation and coordination with enterprises to implement.

In addition, the Customs Supervision and Management Department introduced the legal basis for inspections and supervision of imported and exported goods through air cargo terminal areas.

Accordingly, in order to help enterprises grasp the process model, the representative of the Department of Customs Information Technology and Statistics also presented the problems and technical solutions to implement the cargo management and control system at ports. Participants in this system include Customs Authorities; businesses of warehouses and storing yards; airlines, import-export enterprises; Customs agents; regulators of ministries, sectors and other stakeholders.

The IT system solution is to deploy a centralized information technology system for the exchange of information between Customs and air cargo companies, and related parties through the National Single Window to address 3 issues: managing and supervising goods at Customs locations; supervising the movement of goods among locations subject to Customs supervision to support Customs management.

Risk management will be applied throughout the monitoring and supervision of goods to support the identification of key subjects for screening before/after Customs clearance, thereby improving the compliance of enterprises.

At the seminar, the representatives of the Department of Customs Information Technology and Statistics, Department of Customs Supervision and Management; and the Hanoi Customs Department exchanged with the enterprises, and discussed the issues such as the implementation roadmap; preparation of infrastructure of enterprises; coordination with related parties; and preparation work at other Customs units in the country.
