Prevent and handle acts of smuggling and illegal transportation of pigs across border

Implementing Official Dispatch No. 694/CD-TTg dated August 1, 2023 of the Prime Minister on preventing, detecting and strictly handling cases of smuggling and transportation of pigs and pig products across the border, on August 8, Deputy Head of the National Steering Committee 389 Ho Duc Phoc, Minister of Finance, signed and promulgated Official Letter No. 88/BCD389-VPTT on the control, detection, prevent and handle acts of smuggling and illegal transportation of pigs and pig products across the border.

Accordingly, the 389 National Steering Committee proposed to the Central Committee of the Vietnam Fatherland Front and the 389 Steering Committee of ministries and sectors (Finance, Defense, Industry and Trade, Public Security, Agriculture and Rural Development, Information and Communication, Transport, Vietnam Television, Voice of Vietnam and Vietnam News Agency), authorities and units (General Department of Customs, High Command Border Guard, Coast Guard Command, Directorate of Market Surveillance, the Investigation Police Department for Corruption, Smuggling and Economic Crimes) and Steering Committees 389 of provinces and centrally-run cities direct the agencies, authorities, units and localities at all levels to seriously grasp and effectively implement the Prime Minister's Official Dispatch 694; and Official Letter No. 27/BCD389-VPTT of the Head of the National Steering Committee 389 on the prevention and control of smuggling and illegal transportation of pigs and pig products across borders and border gates, sea areas in the areas and the fields.

At the same time, the units are required to strengthen the work of grasping the situation; assign officials to patrol, control, promptly detect, prevent and strictly handle acts of illegal gathering, smuggling and transport of animals and animal products, especially pigs and pig products across border gates, sea areas and illegal acts of illegal slaughtering, trafficking, hoarding of imported animals, animal products, pigs, and pig products with unknown origin and without quarantine on the domestic market;

To inspect, urge and guide the implementation of measures to prevent and stop the illegal gathering, smuggling and transportation of animals, animal products, pigs and pig products through border areas, border gates, sea areas and illegal acts of slaughtering, trafficking and hoarding of animals, animal products, pigs, and pig products of unknown origin, has not been quarantined on the market.

To actively coordinate, provide and share information and data about the above-mentioned violations with veterinary authorities at all levels; work with other authorities to implement measures to prevent and combat activities of illegal gathering, smuggling, slaughtering, trafficking and illegal storing of animals, animal products, pigs and pig products and measures to prevent and control diseases for animals and pigs according to regulations.

The Standing Office of the National Steering Committee 389 shall assume the prime responsibility for, and coordinate with the 389 Steering Committees of ministries, sectors, provinces and centrally-run cities in inspecting, urging and evaluating the results of the settlement of difficulties and problems arising during the implementation of ministries, agencies, authorities, units and localities; monitor, synthesize, report and advise the Head of the National Steering Committee 389.
