To complete the NSW connection by 2020

According to the Ministry of Industry and Trade, from now until 2020, all administrative procedures related to the State management in the import and export sector (under the management of the Ministry) will be connected with the NSW.

By 2020, the Ministry will have completed nationwide deployment for the administrative procedures related to the State management of the Ministry of Industry and Trade in the field of import and export of goods through the NSW.

Also, the unit ensures that the documents (electronic licenses, electronic certificates and equivalent electronic documents) issued through the NSW would be used when implementing other related administrative procedures.

A representative of the Ministry of Industry and Trade said that in order to achieve the above objectives, the unit would focus on implementing the following solutions well: Develop a specific roadmap for MOIT implementation plan after the action plan of the Government was signed by the Prime Minister.

In addition, the unit would speed up the upload of administrative procedures on the online Public Services Portal of the Ministry; upload the administrative procedures related to import and export on the Public Services Portal connected to the NSW; Cooperate with the Ministry of Finance to bring some administrative procedures that have been connected with the NSW to connect with the ASEAN Single Window.

On the other hand, the Ministry also negotiates actively with some countries and territories to implement the international commitments related to the administrative procedures on import and export in electronic and online form.

Another solution is to review and amend legal documents to support the online public services to deploy propitiously; Study the measures to encourage the enterprises to apply and use the online public services quickly; Coordinate with the Ministry of Finance to promote propaganda and training on NSW, ASEAN Single Window.

Deal with the overlap in management

For the task of reforming the specialized inspection, the Ministry of Industry and Trade aims to reduce products and procedures for the specialized inspection by simplifying 50% of the list of goods.

To raise the efficiency and effectiveness of the specialized inspection to ensure strict management in accordance with the provisions of law and the international practices on import and export goods.

To create favorable conditions for the commercial activities in general, and the export and import activities at border gates in particular in the direction of simplifying the procedures, bringing speed and convenience, reducing expenses for the enterprises and the State budgets, but still ensuring the reasonableness and consistency with international commitments to protect the domestic industry.

According to the Ministry of Industry and Trade, in the coming time, the Ministry will promulgate a Circular regulating the list of HS codes under the specialized inspection by the Ministry of Industry and Trade and the annual review plan in line with the list of HS codes for the import and export commodities by the Ministry of Finance.

To issue a plan to amend and supplement the system of legal documents related to the specialized inspection by the Ministry of Industry and Trade up to 2020.

The Ministry will approve the project to review and build up the system of technical standards and National technical regulations of the Ministry of Industry and Trade in the period up to 2020 with a vision to 2030, with priority given to the progress of the procedure on the specialized inspection up to 2020.

Remarkably, the Ministry of Industry and Trade proposed the competent authorities to consider projects and solutions for groups of goods with the overlap of specialized inspection procedures that occurs between the Government's regulations, which are assigned by the Ministry of Industry and Trade to manage the inspection on food safety and goods quality of group 2, with the regulations of the Ministry of Agriculture and Rural Development on animal and plant quarantine, regulations of the Ministry of Labor, War Invalids and Social Affairs on inspecting kinds of machines and equipment required strictly for labor safety.

In addition, the Ministry of Industry and Trade issued a circular to announce HS codes for the products and goods belonging to the specialized inspection on food safety: The group incorporating paper handkerchiefs, toilet paper and tissue paper must be inspected for their quality according to technical standards; To approve the Scheme on formulation of the national standard system, and the national technical regulations of the Ministry of Industry and Trade in the period from now to 2020 with a vision toward 2030, with priority given to concentrating resources on perfecting the national standard system, and the national technical regulations related to the specialized inspection.

Not to arise new procedures that obstruct enterprises

Regarding the content of trade facilitation, the Ministry of Industry and Trade is promoting the administrative reform and the e-government application to create favorable conditions for enterprises; To ensure not to maintain or arise new administrative procedures to obstruct the business and commercial activities of enterprises unreasonably; to maintain the ranking of administrative reform from fifth rank in the group of ministries and branches.

Accordingly, the Ministry of Industry and Trade will issue the Ministerial Directive on promoting trade facilitation; review and evaluate regularly the impacts of legal documents for amending and supplementing in the direction of creating favorable conditions for enterprises.
