Accordingly, if an enterprise registers mineral export declaration at a Customs Branch (Customs Branch outside border gates) but exports minerals at another Customs Branch (border gate Customs Branch), Customs Branch where the enterprise register the declaration will cooperate with the enterprise to take samples for re-inspection according to the instructions of the GDVC at Dispatch No. 10813/TCHQ-GSQL.
The Customs only considers and clears the mineral shipments which satisfy standards and conditions according to the law.
Earlier, the GDVC guided clearly at Dispatch No. 10813/TCHQ-GSQL dated 15/11/2016: municipal and provincial Customs Departments directed their Customs Branches to take sample for re-inspection when implementing the mineral export procedures (excepting for the cases where samples were taken under the witness of Customs authorities according to regulations in Clause 3, Article 1 of Circular No. 12/2016/TT-BTC and ensuring initial status of goods from taking sample to exporting.

The above management measures aim to create a basis to assess and ensure that exported mineral shipments satisfy standards and quality in accordance with the law, and avoid that enterprises use sample analysis form of eligible and qualified shipments to submit to the Customs authorities to carry out export procedures for non-qualified shipments.
