In this plan, the Steering Committee 389 of Mong Cai City requires agencies, units and competent units in Mong Cai city to actively grasp the situation and strengthen patrols, control, inspection and supervision over import and export activities, transport of goods on border routes (on land and at sea), border gate areas and illegal business activities, transportation and storage of goods in the city, to prevent smuggling hotspots.

Mong Cai border gate and Van Gia port have been reforming administrative procedures, control activities at the border gate, strengthening inspection and close supervision of goods imported and exported through the border gate; maintaining international cooperation with Dongxing Customs, China in facilitating import and export activities of each party to avoid cargo congestion; cooperating in exchanging information to serve investigation, arrest and handling of law violations in the area under their management.

For Customs Enforcement Team No. 1, the Anti-Drug Enforcement Team has enhanced the collection of information, grasped the local situation, and taken customs control measures; promptly given warnings and provided information to support customs branches to implement preventive measures against smuggling, trade fraud, illegal cross-border transportation of goods control over the situation and area of customs operations; and promptly handled acts of smuggling and illegal transportation of goods across the border.

In particular, the plan clearly states that the competent units have resolutely said no to the negative acts, and do not cover, abet, and protect the acts of smuggling, trade fraud and counterfeit goods, in the spirit of "no forbidden zone".
