MoF consults on developing draft decree regulating standards and norms for public car use

VCN – The Ministry of Finance has studied the development of a draft Decree regulating standards and norms for car use to replace Decree 04/2019/ND-CP. The draft revises some provisions on standards and norms for car use by leaders and cars used for public services.

Based on the list of titles specified in Conclusion 35-KL/TW dated May 5, the Ministry of Finance submits to the Government to maintain the classification of titles with standards for using public cars into four groups as current regulations.

Accordingly, the first group are the titles allowed to regularly use cars even when they are off work, without specifying the price (including General Secretary, State President, Prime Minister, and Chairman of National Assembly).

The second group is the titles that are allowed to use a car regularly during the working period, without a fixed price, including Standing members of the Secretariat, Politburo members, members of the Secretariat, Chairman of Vietnam Fatherland Front Central Committee, Chief Justice of the Supreme People's Court, Chief Procurator of the Supreme People's Procuracy, Vice President, Deputy Prime Minister, and Vice Chairman of the National Assembly.

The third group is the titles regularly used for a public car with a maximum purchase price during the working period. Finally, group 4 is the title that is allowed to use a car to shuttle from residence to the office and go on business trips with maximum purchase.

The drafting agency proposes the third group include members of the Party Central Committee, Heads of Party committees and agencies at the Central Committee, Director of the Ho Chi Minh National Academy of Politics Chi Minh, Editor-in-Chief of Nhan Dan newspaper; Editor-in-Chief of Communist Magazine; Members of the Standing Committee of the National Assembly are allowed to use cars with a maximum price of VND1.6 billion per car.

The Ministry of Finance proposes the maximum purchase price of VND1.55 billion per car for the titles of Ministers and Heads of ministerial-level agencies, Chairman of the President's Office; The State Auditor General, heads of central socio-political organizations funded by the State budget; Vice Chairman- General Secretary of the Central Committee of the Vietnam Fatherland Front; Secretary of the Provincial Party Committee, City Party Committee, central Party Committee, Deputy Secretary of the Party Committee of Hanoi and Ho Chi Minh City, and Vice Chairman of the Central Inspection Committee.

Titles with regular use of one car during working time with the maximum purchase price of VND1.5 billion/car include Chairman of the Vietnam Academy of Social Sciences, Chairman of the Vietnam Academy of Science and Technology; Chairman of the Committee for Management of State Capital at Enterprises; General Director of Vietnam News Agency; General Director of Vietnam Television; and General Director of Voice of Vietnam Radio.

The draft decree stipulates the titles allowed to use a car to shuttle from residence to the office and go on business trips in the fourth group with the maximum purchase price. The Ministry of Finance classified into 6 levels with 6 maximum purchase prices from VND1.2 billion to VND1,450 billion/car.
