Minister Ho Duc Phoc: Ho Chi Minh City Customs strives to complete its tasks well in a difficult context

Create favorable conditions and nurture revenue sources

Reporting to the Minister at the meeting, Director of Ho Chi Minh City Customs Department Dinh Ngoc Thang said that in 2023, Ho Chi Minh City Customs Department is assigned a very high state budget revenue target, with 145,800 billion VND, an increase 25.15% (absolute increase of 29,300 billion VND) compared to the 2022 ordinance target of 116,500 billion VND.

Identifying the difficulties affecting state budget revenue results, Ho Chi Minh City Customs Department has proactively deployed many solutions to carry out tasks right from the beginning of the year, focusing on solutions to facilitate trade and maintain revenue.

With synchronous solutions, in the first 11 months of 2023, Ho Chi Minh City Customs Department's state budget revenue reached 111,924 billion VND, equal to 78.87% of the ordinance target (145,800 billion VND); decreased by 14.42% (equivalent to an absolute decrease of 19,378.0 billion VND) compared to the same period in 2022 (2022 reached 134,368.4 billion VND).

According to the Ho Chi Minh City Customs Department, in the 5-year period (2018-2022), the state budget revenue ordinance target of the Ho Chi Minh City Customs Department has increased from 108,000 billion VND (2018) to 116,500 billion VND (2022), an increasing speed. The average/year is 1.57%. By 2023, the growth rate of ordinance targets will be 15.98 times higher than the growth rate of state budget revenues in the 5-year period (2018-2022).

State budget revenue of the entire Customs sector in the first 11 months of 2023 reaches VND 335,116 billion (reaching 78.85% of the assigned estimate, down 16.75% over the same period last year). Thus, the state budget revenue of Ho Chi Minh City Customs Department accounts for 33.40% of the total sector revenue and ranks first in the sector.

With the above results, Ho Chi Minh City Customs Department estimates that state budget revenue by December 31, 2023 is estimated to reach 121,000 billion VND, equal to 82.99% of the Ordinance target; down 15.4% (equivalent to an absolute decrease of VND 22,035 billion) compared to the same period in 2022.

Speaking at the meeting, Minister Ho Duc Phoc acknowledged and praised the achievements of the Ho Chi Minh City Customs Department. The Minister emphasized that in the context of performing very difficult tasks, Ho Chi Minh City Customs Department has made efforts to overcome and basically complete the assigned political tasks.

In particular, the Minister was impressed with the professional, precise, and agile behavior of the officers of Ho Chi Minh City Customs Department. "The agile and standardized living style will affect the working style and professional performance of the officers of Ho Chi Minh City Customs Department" - the Minister emphasized.

The Minister said that it is forecasted that in 2024, the world economy will continue to face difficulties, purchasing power will decline, aggregate demand will also decrease, so it will be very difficult, imports and exports will decrease, affecting production and state budget revenue.

From the above reality, the Minister requested that Ho Chi Minh City Customs Department continue to try and make efforts to carry out assigned tasks. The Minister said that there will be many challenges ahead, because not only domestic enterprises, but also production activities of foreign invested enterprises (FDI) this year will also decline compared to previous years. In the past, FDI enterprises were always leading in production and export, but this year also encountered many difficulties, etc. Besides, people's confidence in the real estate market decreased, causing activities from the real estate market to decline greatly.

“Determining its mission, Ho Chi Minh City Customs Department needs to promote a sense of responsibility and solidarity to overcome difficulties and challenges. Ho Chi Minh City Customs Department also improved its ability to forecast and analyze the situation to have compatible suitable with reality" - the Minister emphasized.

In addition, the application needs to focus on improving facilities, equipment and machinery to serve professional work well. In the immediate future, Ho Chi Minh City Customs Department reviews proposals for timely procurement of equipment and machinery, such as scanners, working vehicles, etc to ensure expertise and professionalism.

Besides, in carrying out tasks, Ho Chi Minh City Customs Department needs to strengthen coordination with relevant departments and branches, and with units in the Finance sector in the city to strive to complete the assigned political task well.
