MARD adds procedures to NSW

The General Department of Vietnam Customs- the Standing Committee of 1899 Committee1899 has received a dispatch from the Plant Protection Department notifying of the official connection of the above procedures.

The Plant Protection Department and relevant units have basically completed the system and are ready to put it into operation.

To facilitate businesses while complying with the Government's policies on administrative reform, the department proposed the General Department of Vietnam Customs coordinate with it to perfectpreparationzso that businesses and quarantine officers can officially carry out the proceduresfor consignments subject to plant quarantine andconsignments of plant origin animal feed subject to plant quarantine and the import quality inspection while there are not technical standards.

The General Department of Vietnam Customs also notified local customs departments and relevant agencies about accepting e-documents of the above consignments issued by theNSW

In addition, the Plant Quarantine Agency will grant paper plant quarantine certificates or inspection registration forms or notification of State inspection results or certificates of quality to businesses if the e-system has errors or is interrupted. In this case, the department requests local customs departments to accept paper documents.

For other consignments, the paper documents will continue to be used until the system is updated in accordance with the Government’s Decree No.13/2020/ ND-CP dated January 21, 2020 guiding in detail the Livestock Law.

For plant quarantine certificates issued by theNSW portal (launched since 2016, called as former software), from the date of connecting the new above procedures (called new software) until the end of April 30, plant quarantine certificates issued by new and former software will be of equal value for customs clearance for goods subject to quarantine.

After April 30, all plant quarantine certificates will be issued via the new software.

As updated by the General Department of Vietnam Customs, as of January 31st, 2020, 188 administrative procedures of 13 ministries and agencies have been connected with more than 2.8 million dossiers from more than 35,000 businesses.

Of which, the MARD has connected 17 procedures to the NSW portal.

Of 61 administrative procedures required to be connected in 2019, the MARD has to connect15.

So far, the MARD has connected two procedures and is working with the Ministry of Finance to connect 10 more.

The MARD plans to exclude three procedures from the list of procedures required to be connected in 2019. Accordingly, administrative procedures required to be connected in 2019 will reduce from 15 to 12.
