For this situation, the Deputy Prime Minister Vuong Dinh Hue directed the Ministry of Finance to chair and coordinate with relevant agencies to review the imported and exported goods which currently require many procedures at the same time and are granted many specialized inspection documents, to propose suitable measures for renovation of specialized inspection towards reducing specialized inspection certificates, but still ensuring strict supervision and inspection of all necessary standards and requirements on food safety, quarantine and environment, etc.

According to the review by the Ministry of Finance (General Department of Vietnam Customs), many export and import products are subject to many form of specialized management and inspection when undergoing Customs procedures in accordance with the provisions of legal normative documents issued by the ministries. For example: Raw materials for producing confectionery (animal origin); Eggs and egg products; packaged and processed animal products (canned meat, canned fish, sausage, honey, etc); Honey and salangane nest; Meat and meat products; and Aquatic products. These commodities are subject to be quarantined as veterinary/aquatic products as well as inspected on food safety in accordance with the provisions of the Ministry of Agriculture and Rural Development.

Animal feed for livestock and poultry, and aquatic products originating from animals such as fish meal, bone meal, milk powder, squid liver powder, and fish oil must be quarantined as veterinary and aquatic products and must be inspected on quality in accordance with the regulations of the Ministry of Agriculture and Rural Development. Construction products (brick, stone, and glass) must be inspected on quality and certified on conformity under the regulations of the Ministry of Construction. For LPG products, they must satisfy the regulations on quality inspection and conformity certificates according to the regulations of the Ministry of Science and Technology.

Many commodities of medical equipment such as: Breathers, conventional X-ray machines, infusion equipment for medical use, oxygen monitors for monitoring patient breathing mixtures, and oxygen enrichment equipment for medical use, when importing must be inspected for quality under Decision No. 50/2006 / QD-TTg of the Prime Minister, Circular 44/2011 / TT-BYT of the Ministry of Health, and must be granted an import license under Circular 30/2015/TT-BYT of the Ministry of Health.

Many commodities are not only managed by many units in the same ministry, but also are managed by many different ministries. For example "Chlorothalanil 98%" is a plant protection drug under the management of the Ministry of Agriculture and Rural Development, when importing it must undergo State quality inspection of the Plant Protection Drugs Testing and Inspection Center and declared as imported chemical in accordance with the regulations of the Ministry of Industry and Trade. Fertilizers are subject to be managed by both the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade. Milk products are jointly managed by the Ministry of Agriculture and Rural Development and Ministry of Health. Forklift trucks are managed by three ministries: Ministry of Industry and Trade, Ministry of Labor-Invalids and Social Affairs, and Ministry of Transport.

For boilers, in order to implement import procedures, businesses must perform procedures through 2 ministries: Ministry of Industry and Trade and Ministry of Labor-Invalids and Social Affairs for quality inspection in accordance with Decision No.41/2015/TT-BCT of the Ministry of Industry and Trade, and quality inspection under Prime Minister's Decision No.50/2006/QD-TTg and energy output valuation under Decision No.78/2013/QĐ- TTg.

Even commodity groups such as plant protection drugs, plant protection material, animal feed and material for manufacturing animal feed which must be managed by four forms: quality inspection, chemical declaration (for some commodities under the list of chemical declarations), application for import license (if they are not under the list of permitted for circulation) and quarantine (for some commodities under the quarantine list). ) under the regulations of the Ministry of Industry and Trade and Ministry of Agriculture and Rural Development.

In order to overcome the above situation, recently the Ministry of Finance has proposed the Ministry of Science and Technology, Ministry of Industry and Trade, Ministry of Health, Ministry of Construction, Ministry of Natural Resources and Environment, Ministry of Culture, Sport and Tourism to review and propose for adding commodities subject to be managed and inspected by many ministries, and sectors, or commodities that were handled. Concurrently, ministries need to propose solutions to avoid overlapping in the specialized management and inspection for a number of current exported and imported goods. The ministries need to propose a plan for improving specialized inspections under the Government’s direction.
