The number of connected procedures from now to the end of 2018 registered by ministries is very large.

21% of the procedures are connected

As of 15 July 2018, the total number of NSW connection procedures reached 53 procedures, equivalent to 21% of the total number of interconnected ministries (53 out of 251 procedures). To achieve the objectives of the Government, the NSW and the ASEAN Single Window (ASW) and trade facilitation, ministries and sectors have recently signed the contract towards the end of 2018 with 143 procedures. If the target is met, the number of NSW procedures will increase to 196 this year, representing 78% of the total number of procedures.

"The number of connected procedures from now to the end of 2018 registered by ministries is very large. Accordingly, the Ministry of Finance and the General Departmentof Vietnam Customs have cooperated with related ministries and agencies to carry out many related tasks, IT systems to serve the connection. For example, the Ministry of Transport has a large number of procedures but it has plenty of time to prepare in late July or August 2018, so the Ministry of Transport will simultaneously link dozens of procedures into the NSW.

Although there have been many preparations, the volume of connected procedures of ministries and branches in the coming time is very high, resulting in a large volume of work. Apart from the efforts of the Ministry of Finance, the General Department of Vietnam Customs, there is a need of high determination of the relevant ministries, otherwise the achievement of the target is very difficult,"the Deputy Minister of Finance Vu Thi Mai said in the seminar about the conference with the theme "Promoting the National Single Window (NSW), the ASEAN Single Window (ASW) and trade facilitation" held last weekend.

The opinion of the Ministry of Finance is well founded because of the fact that over 4 years of implementing the NSW, the result was still very modest with 53 procedures.

Complete the connection in 2020

The target in the coming time is that all administrative procedures related to State management of exported and imported goods; people and means of transport on exit, entry or transit are provided through the NSW in the form of online public service at level 4.

At the same time, Vietnam participated in and deployed the ASW in accordance with commitments and roadmaps of ASEAN countries, to be technically ready to connect and exchange information with non-ASEAN trade partners under the agreements that Vietnam participated in.

In addition, all Government agencies directly use information about import and export activities, transit of goods; exit, entry and transport facilities which are connected through the National Single Window Portal.

In addition to the procedures for connection registration in 2018 as mentioned above, ministries and agencies set a target for 2019 to implement administrative procedures with a large number of transactions, greatly affecting the operation of enterprises, organizations and citizens with at least 80% of the administrative procedures of ministries and branches involved in export-import, exit / entry and transit of goods, people and vehicles.

By 2020, complete all administrative procedures of the ministries and branches involved in the management of import-export and goods in transit; people and means of transport on exit, entry or transit through the NSW.

By 2020, 100% of NSW administrative procedures related to charge and fees will be implemented by electronic means; electronic vouchers (electronic certificates and equivalent electronic documents) through the NSW.
