Regarding the form and level of inspection to import and export goods of border residents, the General Department of Vietman Customs said for the physical inspection of export goods of border residents, the customs branch at the border gate would use the command about the form and level of inspection under form 06/LHT/GSQL Appendix 2 Process 1966/QD-TCHQ dated 10/7/2015 of the General Department of Vietnam Customs.

Customs procedures for exported and imported goods of border residents should comply with Articles 6 and 9 of Circular 80/2019/TT-BTC; in case there is no software for managing, printing, receiving and registering export and import declarations of border residents, the border-gate customs branch should open a logbook to monitor, receive and register declarations for import-export goods of border residents (the serial number of the declaration is the ordinal number on the logbook for receiving and registering the export and import goods declaration of the border residents).

Regarding customs procedures, customs inspection and supervision of vehicles which are boats and rudimentary vehicles with electric motors passing through border areas for the delivery of goods, Customs Departments of border provinces should instruct border-gate Customs Branches to perform customs management, inspection and supervision of vehicles of individuals and organisations traveling across border areas as prescribed in Article 81 of Decree No. 08/2015/ND-CP amending and supplementing in Clause 49 Article 1 of Decree 59/2018/ND-CP of the Government.

The opening logbook of management, inspection and supervision of vehicles of individuals and organisations traveling across border areas should comply with form No. QLPT-BG 2019/HQVN in Appendix IV issued together with Circular 80/2019/TT-BTC.
