According to Customs Branch of Dong Dang International Railway Station, from October 2017 to January 2018, the import and exports through the railway station were regularly interrupted. About 6 - 15 days per month had no trains carrying imported and exported goods through the area on average. Especially, from 1st July 2018 to now, the above situation has been taking place and suspension time of goods circulation has been longer.

It is because that from 30th June 2018, the Nanning Railway Department (China) has been in cooperation with the government of Bang Tuong (China) to build a separate area for customs supervision and a yard for imported and exported agricultural products. The construction has not been completed yet.

Therefore, from 1st July 2017, Bang Tuong Railway Station Customs has not carried out customs clearance for imported and exported goods by railway through the border gate of Dong Dang (Vietnam) – Pingxiang (China) International railway station. This significantly affects the imports and exports of goods through the border gate of Dong Dang International Railway Station.

Lang Son Customs Department said that now, steel importers have declared to open customs declaration at Customs Branch at Dong Dang International Railway Station to import steel products with the volume of 1,193 tons and with an estimated tax amount of VND 1.6 billion. One enterprise gathering a large amount of electrode carbon, worth over VND 45 billion with estimated tax amount of VND 4.5 billion at Bang Tuong Station failed to carry out export procedures to transport the goods to Vietnam, leading to huge cost of carriages, so the enterprise expects a quick clearance to reduce costs and loss.

According to Dong Dang Railway Station, a representative from Bang Tuong Railway Station (Quang Tay – China) said that goods can only be imported and exported through Bang Tuong when the construction of the cargo yard at Bang Tuong Railway Station is finished. It is expected that the construction of the cargo yard will not be completed until 20th August, 2018.

According to Nguyen Cong Truong, Vice Chairman of Lang Son People's Committee, the suspension of import-export activities by Bang Tuong Station Customs has made it difficult to attract enterprises to carry out procedures at Customs Branch of Dong Dang International Railway Station. Therefore, the People's Committee of Lang Son province assigned the Department of Foreign Affairs to draft a diplomatic note to the Chinese side to reflect on this situation for the direction of handling.

At the same time, the People's Committee of Lang Son province also asked the Customs, Border Guard, and Dong Dang - Lang Son Economic Zone Authority to set up delegations to directly exchange with China on facilitating the import and export activities through Dong Dang International Railway Station in particular, and other border gates of the province in general in the last months of the year.

In particular, Nguyen Cong Truong requested the relevant agencies of Lang Son province to urgently speed up the progress of upgrading and expanding the road to the cargo yard to facilitate the loading and unloading of goods for enterprises in the area of Dong Dang International Railway Station.

Customs officers, Border Guards, and Dong Dang Station, etc., need to organize meetings and direct dialogues with enterprises regularly importing and exporting goods through the border gate of Dong Dang Railway Station, thereby promptly removing the difficulties for enterprises, Nguyen Cong Truong stressed.

From the beginning of the year to this date, Dong Dang International Railway Station Customs Branch (Lang Son Customs Department) has completed procedures for 376 sets of declarations and collected nearly US$ 49 million from import and export turnover, up 15.01% over the same period last year.
