The General Department of Vietnam Customs has just requested the Ho Chi Minh City Customs Department to work with the airport terminal business to complete the surveillance camera system to connect with Customs and the storage of images as prescribed in Decree 67/2020 / ND-CP of the Government in 2021.

Implementing the system of automatic management and supervision of air cargo imports and exports from March 1, 2021 andcontinue to run tests for exported goods until the General Department of Customs makesan official announcement.

On September 29, 2020, the automatic customs management and supervision system was officially deployed at Noi Bai international airport after more than two years of pilot implementation. The automated customs management and supervision system has connected all airports toNoi Bai international airport.

The system has brought benefits for stakeholders. For import-export enterprises and logistics enterprises (customs agents), according to survey results of the General Department of Customs, enterprises said that the implementation of the VASSCM system help to save about 2.5 hours per shipment when completingprocedures for importing goods through Noi Bai international airport.

In particular, the time to completeprocedures for confirming goods through the monitoring area saves an average of 1.2 hours per shipment and the time to do procedures with the warehouse business unit to pick the goods out savesan average of 1.32 hours per shipment.

In terms of costs, 90% of surveyed enterprises said that the implementation of the VASSCM system helped them reduce the cost of import and export procedures compared to the previous system.

Up to 91% of businesses participating in the survey said the system made the documentation and procedures for bringing goods in/out of warehouses/customs supervision areas easier.

Up to 82% of surveyed enterprises said that the VASSCM system helps reduce the time to prepare documents for the warehouse and yard business to carry out procedures for bringing goods in/out of the warehouse. Average time saved by enterprises in the process of preparing dossiers is 0.83 hours.

Up to 82% of surveyedenterprises said the system helps to reduce the cost of preparing documents.

Up to 73% of surveyed enterprises said that VASSCM helps enterprises proactively carry out procedures for enterprises in warehouses and yards (regardless of the working time of the customs office due to the System working 24/7).

Up to 73% of surveyed enterprises said that the automatic customs supervision and management system helps reduce costs of loading, unloading, transporting and storing imported and exported goods at warehouses and yards.

Up to 91% of businesses participating in the survey said the system helps reduce the time to perform customs clearance procedures.

Up to 82% of enterprises said that the system helps to reduce management costs (printing, storage costs, human resource costs).

Up to 73% of enterprises participating in the survey said that the VASSCM system helps to reduce costs of implementing goods import and export procedures.

In addition, logistics enterprises providing customs clearance services said that the VASSCM system helps businesses improve productivity and service quality for customers.
