Encourage participation of enterprises

The HCM City Customs Department is one of the first units piloting a one-time consultation,using the results of consultation many times,since the deployment of this operation (August 2018), the unit has guided and encouraged theparticipation of enterprises. After the deployment time, many enterprises thatregularly importgoods with stable prices have joined.However, the number of participating enterprises is still limited. Only nearly 50 enterprises participate in the one-time consultation, mainly FDI enterprises.

According to HCM City Customs Department, ifthe Customs authorities have doubts about the price of imported goods, consultations will be made in the normal form, and in the remaining cases, enterprises should conduct one-time consultation, because the procedure is simple and easy to apply, saving time and effort, reducing clearance time for goods andbeing suitable for importing enterprisesregularly exporting the same item.

Customs encourages and highly appreciates enterprises carrying out the one-time price consultation procedure,which not only brings benefits to enterprises but also helps Customs officesreduce administrative procedures, contributing to improving the quality of customer service.Thedepartment is continuing to expand the implementation of one-time consultations to enhance trade facilitation for the business community to comply with customs laws.At the same time, it is advisable to refrain from consulting taxable prices many times for the same identical goods with unchanged declared price (or taxable price)to reduce working time with the Customs offices, and reducepressure on Customs officials.

Instructing on the online public service system

To facilitate enterprises in price consultation for import and export goods, the General Department of Customs recently issued a decision to implement the scheme of pilot one-time consultation,using the results of consultation many times.To implement the decision of the General Department of Customs effectively,combining propaganda to facilitate trade for the business community, especiallyenterprisescomplying wellwith customs laws, HCMCity Customs Department requests the units reassess the implementation of tax calculation associated with work efficiency,improvingthe capacity of each Customs officer.Civil servants who do consultations on taxed prices shouldnot only depend on their qualifications and capacities, but also on the level ofstudying dossiers,and collecting price information to compare and assessto adviseleaders at all levels to make accurate decisions based on the principle of "collecting right - collecting enough for the State Budget,and not causing trouble, maximisingtrade facilitation for the business community".

The HCM City Customs Department conducted discussions with enterpriseshaving many stable import and export shipments, making strict customs declaration, good observance of customs laws,being accepted by customs offices for taxable prices under declaredprices but do not recommend to use the results of consultation many times, therefore, the unitfind out the reasons for refusing to participate in the scheme, and encourage them to participate.

To propagate to enterprises implementing the scheme for one-time consultation, using the results of consultation many times, the Customs sub-departments at the border gates and outside border gatespostpublicly the guidelines of one-time consultation procedures, using the results many times for enterprises at locations where customs procedures are carried out.

In addition, closely inspect import and export goods lots of enterprises that often violate customs laws, declare unclear names, quantities, origins, low declared prices to determine payable value, HS codes under regulations, creating a healthy and equal business environment.
