Ho Chi Minh City Customs Department’s revenue increases by hundreds of billion VND from specialised operations

Revenue increases by more than VND 400 billion
According to Ho Chi Minh City Customs Department, , over the past eight months, the department’s revenue has increased VND 428 billion through specilised measures. Specifically, the revenue though the post clearance audit was more than VND 120 billion. The Port Clearance Audit Branch collected tax arrears of some VND 108.1 billion. In addition to tax arrears collection, through the post clearance audit, Ho Chi Minh City Customs Department made 193 violations records for enterprises with total fines of VND 25 billion.
The measure achieving the highest proportion of State revenue is the price ruling for import goods. The department considers the price ruling for import goods as one of key tasks in the anti-revenue loss, creating a fair business environment. In the past eight months, Ho Chi Minh City Customs Department has rejected the transaction value of thousands of customs declarations, increasing the revenue for the State budget by over VND 308 billion, up more than 61 percent compared to 2018.
Ho Chi Minh City Customs Department has not only implemented the price ruling at seaports for the import gate, through the review and check dossiers, it has discovered violations of tax declaration and collected tax arrears and issued fines worth tens of billion VND. Through specialised inspection, Ho Chi Minh City Customs Department’s revenue has increased by nearly VND 20 billion in the first eight months of 2019.
Besides price ruling and post clearance audit, through anti-smuggling and trade fraud, Ho Chi Minh City Customs Department detected many cases of tax fraud of import and export consignments. In early of August 2019, the Customs Supervision and Control Team under Sai Gon Seaport Customs Branch of Zone 1 prevented a consignment of imported LED screens, but the importer declared a consignment inconsistent with the actual imported goods and implemented fraud of more than VND 1.3 billion of tax.
Set a target of increasing revenue by more than VND 500 billion
According to Ho Chi Minh Department, in the first eight months of 2019, the department’s revenue was VND 78,298 billion, reaching 71.9 percent of the ordinance estimate and 69.3 percent of desired target and increased 15.83 percent equivalent to VND 10,702 billion compared to 2018. To complete the revenue target in 2019, in addition to administrative reform and facilitation to import and export activities of the business community, anti-revenue loss is a key solution set by Ho Chi Minh City Customs Department for the rest of the year.
Accordingly, for tax debt recovery and handling, striving to fulfill 60 percent of the target of over VND 214 billion assigned by the General Department of Customs; increasing the State revenue by at least VND 400 billion through the price ruling. For the one-time ruling for multiple uses, striving to reach 200 times of enterprises. For the post clearance audit at the Customs head offices, increasing State revenue by at least VND 20 billion. For post clearance audit at the enterprise premises, increasing State revenue by at least VND 130 billion.
To achieve this goal, the leaders of Ho Chi Minh City Customs Department requested the heads of subordinate units to develop solutions and action plans consistent with reality in each unit to apply in the last months of the year.

These solutions implemented by Ho Chi Minh City Customs Department aim to achieve the targets as of December 31, 2019, including completing the highest revenue and not less than VND 112,900 billion.
