Working on Sundays and holidays

According to our understanding, on Sunday (December 23, 2018), although the border gate and non-border gate Customs units of the HCMC Customs Department arranged civil servants to work for Customs clearance, the number of enterprises doing customs clearance procedures was not significant.

At Cat Lai port, according to the Sai Gon port zone 1 Customs Branch, on December 23, the unit arranged civil servants to work, and at the same time, informed the relevant units such as warehouse, yard and port operators in the area and banks, etc., about their desire for Customs clearance for enterprises.

However, there were not any enterprises doing customs procedures during the whole of Sunday in spite of public notification as well as listing a notice at the Customs clearance points.

According to the leader of Tan Son Nhat International Airport Customs Branch, implementing the direction of the leadership of the Department, the unit arranged sufficient civil servants. However, only one or two enterprises registered to do customs clearance for some shipments that they needed urgently.

Similarly, all Customs Branches at seaports, non-border gate Customs Branches and Express Customs Branch arranged civil servants to work fully in the divisions, but only a few customers contacted to get the goods, such as postcards, parcels, etc.

Director of the HCMC Customs Department Dinh Ngoc Thang, said that the Department has instructed its units to work on both Saturdays and Sundays in the last 2 weeks of 2018 and Tet holiday 31 December 2018 to serve goods clearance for enterprises. Currently, the Department has sent documents to relevant units to work together on holidays to serve Customs clearance for enterprises.

He also guided the units to arrange sufficient labor forces on the principle of "Do all the work, Not do all the time", especially arranging sufficient forces to meet the Customs clearance requirements of enterprises during holidays, striving to complete the revenue target of VND 108,000 billion.

Sprinting for the last days of the year

At the meeting between the Minister of Finance Dinh Tien Dung and Ho Chi Minh City People's Committee in the middle of last week, the Minister paid special attention to the results of Ho Chi Minh City's budget collection, especially the revenue from import and export activities. Minister Dinh Tien Dung encouraged the HCMC Customs Department to make efforts in the last days of the year and to strive to complete the revenue target, because the domestic budget revenue of the HCMC this year is hard to fulfill the planned target.

Mr. Nguyen Quoc Toan, Deputy Head, in charge of the Import-Export Division of the HCMC Customs Department, said that as of 23 December 2018, the Department collected VND 104,210 billion, achieving 96.5% of the planned target of VND 108,000 billion. Thus, in the last week of this year, the HCMC Customs Department has to collect VND 3,790 billion to reach the planned target.

According to Mr. Nguyen Quoc Toan, in parallel with the budget collection task, the customs units now have to implement tax refunds for import and export customs declarations with tax incentives C / O, thus the fulfilment of the target for the HCMC Customs Department in the last week of the year is like sitting on a "hot seat".
