According to the HCMC Customs Department, the program is to let the leaders of the Customs Department and the business community in the city discuss solutions to build a specific and practical program for mutual development.
Accordingly, HCMC Customs Department shall fulfil all commitments on trade facilitation for the business community; strictly follow "rules - disciplines"; facilitate trade, shorten time for Customs procedures and clearance of goods from 108 hours to 70 hours for exports and from 138 hours to 90 hours for imports.
Continuing reviewing the list of specialized inspection for the purpose of advising the Ministry of Finance and the General Department of Customs to minimize the rate of specialized inspection to less than 15%. Besides, reviewing and proposing the higher level to continue cutting export and import permits; import and export conditions in line with the Law on Enterprises in 2016 and the Law on Foreign Trade Management in 2017. Reducing the container storage fee and other fees for the business community in accordance with Decision. No. 2722 / QD-BTC dated 29th December 2017 of the Ministry of Finance on the pilot implementation of the automated system of Customs management and supervision of imports and exports at seaports and international civil airports.
With this specific and practical program, the HCMC Customs Department is committed to provide maximum support to the businesses which strictly comply with the Customs law, to strengthen Customs reform and modernization and to reduce Customs clearance time. Thereby, preventing harassment and reducing costs for enterprises.
Propagating for the business community to understand their rights and obligations in compliance with Customs law and gradually improving the compliance with the areas under Customs management as well as with the provision of information to the Customs in order to build a fair and healthy business environment in line with the law.
Firstly, HCMC Customs Department will set up a hot line to receive and immediately handle the reflections of the business community; systematize new documents related to the State management on Customs for dissemination to enterprises.

Also, HCMC Customs Department will review errors and illegal acts during the Customs management so that the business community can avoid difficulties in the Customs process; encourage and support enterprises to be active and aware of complying with the Customs law; Step by step improving compliance in areas under the management of the Customs; encourage enterprises to self-control and denounce illegal acts, ensuring the strictness and compliance with law.
