HCMC Customs attempts to reach the target of VND 109 trillion

VCN - On the afternoon of 13th December 2017, at the meeting with the leaders of the Ho Chi Minh City (HCMC) Customs Department, Minister of Finance Dinh Tien Dung and General Director of Customs Nguyen Van Can,have directed the unit to make the best effort to complete the state revenue target of VND 109,000 billion.

Reporting on the performance of the task, Deputy Director of HCMC Customs Department Dinh Ngoc Thang said that as of 12th December 2017, import-export turnover via Ho Chi Minh City border gate reached US $88.5 billion, up 6.24% (over US $5.2 billion) over the same period of 2016. Total revenue of the unit reached VND 100,848 billion, reaching 92.52% of ordinance target.

In 2017, the HCMC Customs Department has increased VND 957,656 billion from the advance ruling and post clearance audit; detected and recorded over 1,500 cases of Customs law breaches, worth over VND 180 billion, including 25 cases of smuggling and illegal transport of goods across borders; 153 cases of trade fraud; 24 cases of narcotics, pre-substance and weapons, and the rest of the cases were violations of Customs procedures. The unit prosecuted 18 cases and transferred them to the police for further investigation.

Particularly, the HCMC Customs Department has prepared the pilot implementation of the automated system for Customs management at three seaports and a warehouse at Tan Son Nhat International Airport on 1st January 2018.

According to the HCMC Customs Department, the collection of state revenue in the remaining days of the year,the target will be very difficult to achieve.The Department has continued to actively promote effective Resolution No. 19/2017 / NQ-CP dated 6th February 2017 of the Government and the Plan."The business community and the HCMC Customs Department are reliable partners, companions for mutual cooperation and development", to handle declarations and clear goods in the fastest way for enterprises that make large contributions to state revenue.

In addition, the HCMC Customs Department also accelerated the post clearance audit at enterprises to complete the tax collection; boosted the progress of advance ruling on price and increased budget revenue from imported shipments with low-value declaration.

At the meeting, General Director of Customs Nguyen Van Can,addressed some recommendations of the HCMC Customs Department related to the professional working group on supervision, taxable price and Customs modernization. He said that the HCMC Customs Department has actively prepared for pilot implementation of Automated System for Customs Management at seaports and airports, but need to speed up the progress in early 2018 in the most effective way.

Regarding the budget collection, the Director General requested the HCMC Customs Department to facilitate enterprises and not to harass them while focusing on anti-smuggling, anti-trade fraud and strict management of price and quantity for imported and exported goods. By the end of 2017, the minimum budget revenue must reach VND109,000 billion.

Minister of Finance Dinh Tien Dung,said that the leaders of Ministry always determines HCMC as the economic leader and the head of state budget collection with import and export turnover accounting for 22%, and state revenue accounting for 37%. The Ministry always expects the HCMC Customs Department in particular,and General Department of Customs in general, to accomplish tasks well, including budget revenue.

The Minister highly appreciated the achievements of the HCMC Customs Department during the year. All tasks have been carried out and haveachieved very good results. The unit has overcome many challenges and difficulties, and basically completed the assigned tasks with the exception of the budget revenue target,of which, it is about to reach. So the Department needs to make more efforts to exceed the target of VND109,000 billion, contributing with the whole Customs sector to exceed the target of VND 285,000 billion.

For the anti-smuggling and trade frauds, the unit has been active and progressive, and iinitially achieved good results and prosecuted many cases. The Minister said that the situation of smuggling was very complicated, especially at the time of the upcoming Lunar New Year, so the unit needs to seriously implement plans and measures to fight against them effectively.

From now to the end of the year and next year, the Minister noted that the HCMC Customs Department must pay special attention to trade facilitation, anti-smuggling and anti-trade fraud. In these areas Customs is very important,as are the values of consistency, unity and to publicize its role for social well-being, stability, and internal uniformity. Besides, propaganda of good acts and good officers of the unit is a requirement.
