HCM City Customs: revenue collection in the first quarter increases by over VND3,000 billion

VCN - At the conference on progress in the first quarter 2021 on March 29, Ho Chi Minh City Customs Department said that the revenue collection of Ho Chi Minh City Customs Department in the first quarter of 2021 was high, with nearly VND27,000 billion, an increase of more than VND3,000 billion over the same period last year.

According to the Ho Chi Minh City Customs Department, to implement tax collection, the Ho Chi Minh City Customs Department assigned an estimate of revenue collection in 2021 to 11 customs branches and post-clearance audit branches, in which determining to strive to increase by 5% compared with the estimate of the ordinance as assigned.

Along with that, the unit issued a plan to synchronously deploy solutions of revenue collection, focusing on creating favorable conditions, attracting import-export enterprises, but still enhancing operational efficiency, improving State management efficiency, ensure correct collection, fully collect taxes, perform tax collection and effectively reduce tax debts.

The number of enterprises implementing import and export procedures through Ho Chi Minh City Customs Department in the first months of the year increased significantly, with 24,079 enterprises, increasing by 13.66% over the previous period. In particular, importers were 18,797 (increasing by 16.47%) and exporters 9,201 (increasing by 7.3% over the previous period).

With the increase in the number of enterprises, the import-export turnover was quite high. Total import-export turnover in the first quarter of 2021 is estimated at $30,203.32 million, increasing by 9.67% over the same period in 2020. In particular, export turnover is estimated at $12,800.32 million, decreasing by 4.29% compared to the same period in 2020 with the same period in 2020 reaching $13,374.87 million; import turnover is estimated at $17,403 million, increasing by 22.85% over the same period in 2020 reaching $14,165.53 million.

Analysing the reason behind the high revenue collection from import-export activities, Ho Chi Minh City Customs Department said that the import turnover increased over the same period in 2020 was about $3,240 million, equivalent to about VND4,200 billion. In particular, the increase is mainly from value added tax (VAT).

Analysis by type of taxes showed that although import turnover increased, the import tax rate and special consumption tax only increased slightly by about VND600 billion compared to 2020, because the FTA tariff lines are cut annually by following the roadmap. In 2021, the VAT policy will not change, so the import turnover increases, the VAT will also increase by about VND3,600 billion compared to the same period in 2020.

According to the Ho Chi Minh City Customs Department, the Covid-19 pandemic has been controlled, the turnover is quite good, the business community has gotten used to "doing business under new normal conditions" and "doing well with the dual goals". Along with that, from the beginning of the year, Ho Chi Minh City Customs Department has deployed a series of solutions to facilitate trade and prevent revenue loss.

With the above solutions, in the first quarter of 2021, the State revenue collection results of Ho Chi Minh City Customs Department achieved very positive results. By the end of March 24, 2021, Ho Chi Minh City Customs Department collected and paid VND26,566 billion to the state budget, equaling 25% of the estimate of the ordinance of VND108,000 billion and 23.92% of the target of VND112,900 billion, an increase of 15.6% (an absolute increase of VND3,060 billion) compared to the same period in 2020.

However, for export goods, the first quarter's turnover decreased by 4.29% compared to the same period in 2020, which is also a problem for Ho Chi Minh City Customs.

At the conference, Director of Ho Chi Minh City Customs Department Dinh Ngoc Thang directed affiliated units to drastically and synchronously implement solutions of state revenue collection under the direction of leaders at all levels, as well as solutions in the plan of the Ho Chi Minh City Customs Department.

Promote the implementation of solutions on supporting the business community on strengthening export and import of the Government, the Ministry of Finance, the General Department of Vietnam Customs and the Ho Chi Minh City Customs Department in the 2021-2025 period; gathering resources to fulfill key projects and work programs, completing them on schedule, while ensuring quality and efficiency./.
