Budget revenue rose by more than VND14,000 billion

At an online meeting on July 2 to review the first half of the year and set out the tasks for the second half of 2021 of the HCM City Customs Department, the department’s leader said that as of June 30, 2021, the actual amount of tax paid to the state budget was VND62,351 billion, or 57.7% of the assigned target (VND108,000 billion), reaching 55.2% of the desired target (VND112,900 billion), up 29.2% year-on-year.

HCM City Customs Department said during the first six months of the year, the department recorded higher import and export turnover than the same period last year as Vietnam and Ho Chi Minh City have efficiently performed the "dual goal". HCM City Customs Department has focused all resources to expedite customs clearance for import and export goods in accordance with the law and prevent congestion of goods that prolong customs clearance time and increase costs for businesses.

Thereby, import and export turnover hit US$64.4 billion, up 16.9% year-on-year. Of which, export turnover reached US$29.5 billion, up 10.1% year-on-year and import turnover reached US$34.9 billion, up 23.3% year-on-year.

The fight against smuggling and trade fraud in the first six months of the year has been drastically realized. Accordingly, the department has promptly detected and handled many cases of a complicated nature and dangerous levels, contributing to the fight against State budget revenue loss, protecting the interests of people and businesses, and ensuring economic and social security. HCM City Customs Department made a record of 716 violations, valued at more than VND353 billion.

With the reforms of HCM City Customs Department amid Covid-19 in the management and monitoring of collection, fight against revenue loss, smuggling, tax evasion and trade fraud together with support and facilitation of the business community by relevant agencies, the department’s revenue has skyrocketed despite the pandemic, which is different from every year.

Efforts in difficult conditions

To carry out tasks in the last six months of 2021, the leader of HCM City Customs Department requested units to make efforts to implement tasks during a difficult period of the pandemic.

Accordingly, the units continue to set out solutions to support the business community to increase exports and imports according to the developed roadmap of solutions and plans. This is the time for each public official to show their roles and responsibilities when the Director of HCM City Customs Department has committed to leaders at all levels and the business community that "Innovation for breakthroughs; accompany for creating maximum favourable commercial conditions for the business community; and collect properly and sufficiently to raise the state budget revenue”.

Each public official has the responsibility to work with the business community to quickly revive the economy after the Covid-19 pandemic through specific and practical action programs.

To continue to effectively implement disease prevention and control under the direction of leaders at all levels and agencies, not to be negligent or lose vigilance; develop and implement short-term and long-term trade facilitation programs and plans to minimize the impact of the pandemic and support businesses to overcome difficulties and challenges and take advantage of opportunities to quickly restore and boost production, business and socio-economic development.

To improve management efficiency; combat smuggling, trade fraud, origin fraud and illegal transshipment, protect business rights, competition rights and equal access to resources as well as ensuring legal business chances of the businesses.

To strongly apply information technology on the basis of administrative reform, putting people and businesses at the center, and standardize operational processes; to accelerate online processing, strengthen the connection of databases between Customs and related parties; to conduct administrative reform, customs modernization and reform procedures in the direction of standardization, simplicity and efficiency at the highest level of public services to reduce customs clearance time and reduce common costs and social costs and improve the competitiveness of Vietnamese businesses.

Through specific solutions, along with the prediction that if Vietnam controls the pandemic, in the last six months of 2021, import and export turnover will grow by 3% to 5% compared to the first six months of 2021. HCM City Customs Department will make efforts to collect VND115,000 billion for the whole year, reaching 106.48% of the assigned target and 101.86% of the desired target of VND112,900 billion.
