Handling violations related to temporary import and re-export of cars

Accordingly, Investment Corporation and Export Trade Hai Long Thang Ltd., Joint Stock Company Truong Giang Mong Cai, Duc Thinh JSC., and NC Interco, made fraudulent documents during the procedure of temporary import for re-export for 26 cars in Hai Phong city and Quang Ninh, with signs of violation of Customs Law.

The Deputy Prime Minister requested the Ministry of Finance and the General Department of Customs to inspect and review the activities of temporary import for re-export of vehicles from the above 4 companies in recent years; if detecting signs of violation, they have to collaborate with other authorities to handle strictly in accordance with the law.

The Ministry of Finance shall coordinate with the Ministry of Industry and Trade, the Ministry of Public Security, the Permanent Office of the National Steering Committee 389 to survey and report the assessment on the operation of temporary import for re-export, especially for those goods with excise tax, and business with conditions in some key areas.

Besides that, a suggestion about the mechanism and policies in the near future, is to consider whether or not to allow continuation of temporary import for re-export for some items such as cars, wine, cigarettes in order to streamline and enhance management of the operation. In order to not let people or enterprises take advantage of temporary import for re-export to commit acts of smuggling, trade fraud, tax evasion, causing losses of the State budget; and to report to the Prime Minister in January 2017.
