Handling 2,748 scrap containers stored at seaports

VCN – According to statistics from the General Department of Vietnam Customs, as of April 26, 2019, the number of containers declared on the E-manifest as scrap stored at seaports was 14,468 containers (a reduction of 2,748 containers compared to the previous month).

Accordingly, the number of containers stored at ports under 30 days was 4,979 containers; The number of containers stored at warehouses, yards and ports from 30 to 90 days was 620 containers; The number of backlogged containers (kept over 90 days) was 8,869 containers (decreasing by 594 compared to the previous month).

In order to strengthen the management of imported scrap, in April, the General Department of Vietnam Customs implemented a lot of work, including submitting to the Ministry of Finance for issuing the Official Letter No. 3842/BTC-TCHQ dated April 1, 2019, reported to the Prime Minister the results of statistical inspection and the plan for handling goods which are backlogged imported scrap at seaports.

In addition, in the Official Letter No. 4324/BTC-TCHQ dated April 11, 2019, sent to the Ministry of Justice for approval of the Draft Decision of the Prime Minister promulgates the Regulation on inter-branch coordination for management of import scrap; and sent a series of official letters to the ministries and People's Committees of the cities and provinces to establish a specialized working group under the direction of the Government Office in the Official Dispatch 2227/VPCP-KTTH.

Along with that, the General Department of Vietnam Customs issued Official Letter No. 2188/TCHQ-GSQL dated April 16, 2019 directing the units to strengthen management solutions, preventing imported scrap and fighting against smuggling, trade fraud in importing scrap; instructing the provincial Customs Departments about the update and supplementing manifest regarding consignee names for imported scrap.

Regarding the specialized inspection, the General Department of Vietnam Customs has chaired and coordinated with the ministries, local branches and relevant authorities to study, review and develop criteria for establishing centralized area of specialized inspection: The General Department of Vietnam Customs has sent the Statement of Ministry No. 43/TTr-TCHQ-GSQL dated January 23, 2019 to assign the General Department of Vietnam Customs to establish criteria for establishment and dissolution of centralized area of specialized inspection and submit to the Ministry for signing and promulgating in May 2019.
