Specific commitments

On 7 May 2018, Hai Phong Customs Department held the conference,"Solutions to strengthen the Customs-Business Partnership in 2018". Attending the ceremony was the Standing Vice Chairman of Hai Phong City People's Committee, Mr. Nguyen Xuan Binh; President of the Chamber of Commerce and Industry of Vietnam (VCCI), Mr. Vu Tien Loc and representatives of about 300 enterprises and business associations.

Speaking at the meeting, Director of Hai Phong Customs Department, Mr. Nguyen Tien Loc said that for administrative reform, the Customs modernization and import-export facilitation activities were the top priority tasks of the unit.

In particular, in the process of implementing the tasks, the Department's leaders pay close attention to the staff to raise awareness and attitudes in performing the service with the motto "Faithful- Polite - Quick ".

However, the Director of Hai Phong Customs Department also frankly said that some civil servants do not understand the difficulties of the business community.

Therefore, the conference was organized in the spirit of discussing and exchanging solutions to better serve the business community, making the Customs-Enterprise partnership more and more developed.

According to the Memorandum of Understanding signed between Hai Phong Customs and enterprises, there are 10 specific commitments between the two parties.

In particular, Hai Phong Customs has 5 specific commitments:

Firstly, there is a website address, posting policy documents for businesses to update.

Secondly, there is a problem solving Group providing counseling and policy solutions at two levels: the departmental level and the Customs Branch's level.

Thirdly, receive information, promptly inspect and handle all acts causing troubles, harassment, and negative public information for enterprises.

Fourthly, organize training for officials and employees to carry out Customs procedures of enterprises if necessary.

Fifthly, support enterprises to timely solve problems and unreasonable mechanisms in line with the competent authority.

5 commitments of enterprises include:

Firstly, update and study the above internal management regulations of Customs to help Hai Phong Customs Department supervise the performance of civil servants and staff in the process of completing procedures. There will be no collusion with cadres and civil servants if they commit acts of harassment or negativity. Timely inform and reflect the difficulties and negative behaviors of the Customs officers with the specific responsibility address: Name of unit, name of officer, and act of causing troubles.

Secondly, the staff of Customs officers will be provided with Customs knowledge.

Thirdly, any problems arising in the course of Customs procedures shall be reported directly to the Customs Branches of border gates.

Fourthly, in the case where the obstacles are not timely and satisfactorily resolved by the heads of the border-gate Customs Branches, enterprises shall immediately inform the leaders of Hai Phong Customs Departments.

Fifthly, before proceeding, if there are still unclear issues, enterprises shall reflect upon problems for solving groups of Hai Phong Customs (Departmental level and Customs Branch's level).

Businesses expect more cooperation

At the conference, the representative of LG Displey Vietnam Co., Ltd (Hai Phong) said: In fact, FDI enterprises have certain restrictions on Vietnamese experience and knowledge, so the implementation process will face some problems. Therefore, in case of errors, Customs officers shall be requested to promptly guide and support them.

According to the representative from South Korea, LG Displey Vietnam Co., Ltd is a priority in the field of Customs with convenience in the process of import and export procedures, so many FDI enterprises want to be recognized as AEO.

According to Mr. Le Thanh Do (Dinh Vu Port Joint Stock Company), the process of business operation received a lot of support from Hai Phong Customs Department, especially the process of coordination and handling problems for port enterprises, import and export enterprises. and shipping companies. In order to further improve the effectiveness of cooperation between Customs and businesses, Le Thanh Do proposed functional agencies pay attention to upgrade the system to exchange data between Customs and businesses smoothly.

According to Mr. Dao Huu Huyen (Director General of Duc Giang Chemical Washing Joint Stock Company), compared to the time of Customs declaration through the declaration paper system many years ago, the implementation of electronic Customs is a revolution of Customs offices, which brings many advantages for businesses.

Regarding the process of receiving and processing feedback of enterprises, Mr. Dao Huu Huyen said that Hai Phong Customs would listen and timely solve problems.

At the conference, many enterprises want to continue to have many channels of dialogue between enterprises and Customs agencies as well as ministries and branches to timely solve problems in the process of import and export procedures.
