VCN- On the morning of September 10, 2016, at the headquarters of the Ninh Binh Province People's Committee, the General Department of Vietnam Customs (the Ministry of Finance) in collaboration with the Ninh Binh Province People's Committee held a ceremony to announce the establishment of Ha Nam Ninh Department of Customs.

Attending the ceremony were Mrs. Nguyen Thi Thanh, member of the Central Committee - the Secretary of Ninh Binh Province’s Party Committee; Mr. Do Hoang Anh Tuan, the Deputy Minister of Finance; Mr. Nguyen Van Can, the Director General of the General Department of Vietnam Customs; Mr. Dinh Van Dien, the Deputy Secretary of Ninh Binh Province’s Party Committee – the Chairman of Ninh Binh Province; and representatives of the People's Committee of Nam Dinh, Ha Nam and Thanh Hoa.

At the ceremony, the Head of the Personnel Department of the Ministry of Finance, Mr. Ta Anh Tuan announced the Prime Minister’s Decision No. 546 / QD-TTg on April 4, 2016 on the establishment of Ha Nam Ninh Customs Department under the General Department of Vietnam Customs. Accordingly, after the establishment of Ha Nam Ninh Department of Customs, this Department shall perform its function of State management of Customs in 3 provinces: Ninh Binh, Ha Nam and Nam Dinh, with the headquarters located in Ninh Binh Province.

Speaking at the ceremony, the Deputy Minister of Finance, Mr. Do Hoang Anh Tuan and the Secretary of Ninh Binh Province’s Party Committee, Mrs. Nguyen Thi Thanh affirmed the necessity of the establishment of Ha Nam Ninh Department of Customs, which shall create favorable conditions for import-export activities, foreign investment, production and business, promoting socio-economic development in the provinces of Ninh Binh, Ha Nam and Nam Dinh, and meet requirements of State management on Customs, which is consistent with the objective of Customs reform and modernization.

The Deputy Minister of Finance, Mr. Do Hoang Anh Tuan emphasized that along with the socio-economic development and effective operations of Thanh Hoa Department of Customs, after officially in operation, Ha Nam Ninh Department of Customs needed to take steps and develop faster than other local Customs departments to meet the new requirements of the State.

For Ha Nam Ninh Department of Customs to fulfill its assigned tasks, the Deputy Minister of Finance, Mr. Do Hoang Anh Tuan required functional units to focus on implementing the following tasks: “Quickly stabilize operations of organizations and leadership to ensure that Customs activities in these provinces are in a good condition with the improving quality; perform well the task of collecting for the State budget; execute under the leadership, and direction of Party committees and the Government in coordination with the local Departments; and solve difficulties and problems of enterprises to create favorable conditions for them to develop”.

The Deputy Minister of Finance, Mr. Do Hoang Anh Tuan also directed the General Department of Vietnam Customs to have detailed plans in leading Ha Nam Ninh Department of Customs and emphasized that the leaders of the Ministry of Finance would create favorable conditions and remove all difficulties and obstacles for Ha Nam Ninh Department of Customs to have stable and efficient operations. Ha Nam Ninh Department of Customs shall serve enterprises in 3 provinces and ensure the Government’s requirements in administrative reform, State management of Customs, and in particular, ensure the efffective implementation of the VNACCS / VCIS systems, thereby reducing costs for enterprises located in the 3 provinces. Therefore, Ha Nam Ninh Customs Department should achieve its objectives in 2016 and the following years.

At the ceremony, the Deputy Minister of Finance, Mr. Do Hoang Anh Tuan show his appreciation to Party committees and the State agencies at all levels of the three provinces of Nam Dinh, Ha Nam and Ninh Binh for supporting Customs, which has helped Customs forces to fulfill their assigned tasks. In particular, for a new Department like Ha Nam Ninh Department of Customs, Mr. Do Hoang Anh Tuan desired Party committees and State agencies at all levels of the three provinces to continue to support and help the Department operate effectively.

Speaking at the ceremony, Mrs. Nguyen Thi Thanh, the Secretary of Ninh Binh Province’s Party Committee also appreciated the support and coordination of the Ministry of Finance and the General Department of Vietnam Customs in the establishment of Ha Nam Ninh Department of Customs. The launch of Ha Nam Ninh Department of Customs is the result of cooperation between the Ministry of Finance, Ninh Binh province and the relevant localities. In order to help Ninh Binh Province complete the objectives of socio-economic development in 2016 and the following years, Ms. Nguyen Thi Thanh proposed Ha Nam Ninh Department of Customs actively prepare plans to accomplish its assigned tasks.

On behalf of Ninh Binh Province, Nguyen Thi Thanh stressed that Ninh Binh authorities and committees would create favorable conditions for Ha Nam Ninh Department of Customs to operate efficiently. In the near future, Ninh Binh authorities will cooperate with the Ministry of Finance and the General Department of Vietnam Customs to facilitate Ha Nam Ninh Department of Customs in promoting the reform of administrative procedures, attracting businesses in the three provinces; preventing smuggling and trade fraud activities.
