General Department of Vietnam Customs completes many important projects in the first quarter of 2017

VCN- In the first quarter of 2017, the General Department of Vietnam Customs completed 3 projects to submit to the Government and 16 projects to submit to the General Department level in accordance with progress.  Currently, the General Department continues to implement a project to submit to the Ministry of Finance and 12 projects to submit to the General Department level.

Three projects are submitted to the Government including: the Protocol 7 on Customs Transit System; Negotiation policy for the Agreement on Customs Cooperation with Sri Lanka, and negotiation for the Governmental Agreement on Customs Cooperation between Vietnam and the USA.

The remarkable important decisions in the projects at General Department level are: Approval of the internal inspection and the specialized inspection plan 2017 of provincial and city Customs Departments; issue of the Risk management plan 2017, and the plan on deployment of the review and systematization of the legal normative documents under the Customs field 2017, and Regulations on public service of Vietnam Customs.

Notably, in the key programs of the General Department of Vietnam Customs in the first quarter of 2017 was the implementation of the National Single Window and ASEAN Single Window. In the first quarter of 2017, the General Department of Vietnam Customs developed a draft Decree on the implementation of the National Single Window and ASEAN Single Window and trade facilitation; and a detailed plan for the implementation of the National single Window for 2017-2018. At the same time, submitting to the Ministry of Finance the overall plan on investment and finance to meet the deployment requirements of the National Single Window and the ASEAN Single Window.

Parallel with that, the General Department of Vietnam Customs also coordinated with ministries and sectors to actively implement the overall plan on the implementation of the National Single Window and the ASEAN Single Window for 2016-2020 (in Decision No. 2185/QD-TTg dated January 14, 2016 of the Prime Minister). Currently, there are 11 ministries and sectors jointed; 37 administrative procedures are updated to the National Single Window with over 290,000 set of dossiers and over 10,000 enterprises.

Furthermore, the General Department of Vietnam Customs has also completed the draft list of Vietnam's imported and exported goods and gathered comments from ministries and sectors such as Ministry of Agriculture and Rural Development, Ministry of Health, Vietnam National Tobacco Corporation, Vietnam Timber and Forest Product Association and Vietnam Association of Seafood Exporters and Producers.

In the coming time, the General Department of Vietnam Customs will continue to consult other specialized units and urgently complete the review for stage 2 to ensure the implementation roadmap from January, 2018.

VCN- The General Department of Vietnam Customs has issued Decision No. 01/QD-TCHQ of 3rd January 2017 to ...

For Customs supervision, the General Department submitted to the Ministry of Finance for the Prime Minister’s decision on the list of goods subject to Customs procedures at the Import border gate; and reported to the Prime Minister for official application on imported consumer goods or border gate to border gate transportation to My Dinh ICD.

At the same time, the Ministry of Finance issued Dispatch No.3109/BTC-TCHQ dated March 9, 2017 guiding the time of submitting C/O for imported goods subject to price regulation and reported to the Ministry to handle the liquidity backlogs of declarations of temporary import for export arising from as far back as 2013 at the provincial and city Customs Departments.
