This would be the basis for the Ministry of Finance to report to the Prime Minister for consideration and giving directives on the management of goods deposited in bonded warehouses.

Specifically, the Ministry of Finance said that, according to Article 85 of Decree No. 08/2015/ND-CP dated January 21, 2015, it was amended and supplemented in Decree 59/2018/ND-CP dated April 20, 2015. In 2018 of the Government, the competence to stipulate the list of imported goods not allowed to be stored in bonded warehouses was decided by the Prime Minister.

Therefore, to have a basis for reporting to the Prime Minister, the Ministry of Finance requested provincial People's Committees check and evaluate the activities of goods deposited in bonded warehouses for export via border gates in localities for goods items which are at risk of taking advantage of the bonded warehouse to committ trade frauds, smuggle into inland areas under management area; at the same time presenting the situation, difficulties and advantages in management of goods deposited in bonded warehouses of forces at the border gates in localities under management.

After checking, assessing and identifying goods items in bonded warehouses at risk of taking advantage for trade frauds and smuggling, the provincial People's Committees were requested to give their opinions to the Ministry of Finance for proposing the Prime Minister to promulgate a decision announcing the list of imported goods not allowed to be deposited in bonded warehouses in accordance with the competence.

Earlier, in July 2019, Quang Ninh Customs Department advised the provincial People's Committee, the provincial Steering Committee 389, proposed the Permanent Office of the National Steering Committee 389 and the Ministry of Industry and Trade announce the suspension of business activities of temporary import and re-export, bonded warehouses for cigarettes item in Quang Ninh province.

Also regrading the management of bonded warehouses, over the past time, to ensure the customs management, the leaders of the General Department of Vietnam Customs directed the provincial Customs Departments not only fully implement the regulations, order and customs procedures but also need to strengthen the inspection, supervision and control of goods deposited in bonded warehouses for export to foreign countries via road border gates to ensure the management and supervision of goods.

At the same time, checking and evaluating the operation of bonded warehouses in the area, propose to suspend or terminate the operation of bonded warehouses that did not meet conditions as specified in Decree 68/2016/ND-CP.
